Circular 10/2017/TT-BNV on the regulations for assessing the quality of training for officials and public employees issued on December 29, 2017. One of the basic contents in this document is the regulations on tools, selection of content, and level of assessment of the quality of training for Vietnamese officials and public employees. To be specific:
1. Evaluation through sociological surveys. Utilize the tool which is the Evaluation Form for the quality of training for officials and public employees.
2. Selection of evaluation content
- Training facilities; proactive training and research institutions select evaluation content for specific training courses. Annually, ensure that at least 20% of training courses are evaluated according to the regulations from Article 5 to Article 8; 10% of training courses are evaluated according to the regulations in Article 9 and 01 training course according to the rank, title standards of officials and public employees or according to the standards of leadership, management positions are evaluated according to the regulations in Article 10 of Circular 10/2017/TT-BNV.
- The management agencies, and units using officials and public employees, depending on the evaluation purpose, may choose to implement one or several contents according to the regulations in Chapter II of Circular 10/2017/TT-BNV.
- Independent evaluation agencies carry out evaluations based on the orders of the competent authorities.
3. Degree of evaluation: From 1 to 10.
Circular 10/2017/TT-BNV is effective from March 1, 2018.
