To urgently research and amend laws related to primary health care and preventive health care in Vietnam (Internet image)
Resolution 99/2023/QH15 on thematic supervision of the mobilization, management, and use of resources for the prevention and control of the COVID-19 epidemic; the implementation of policies and laws on grassroots health and preventive medicine approved by the National Assembly on June 24, 2023.
To overcome the shortcomings and limitations in management and use of resources for the prevention and control of the COVID-19 epidemic, complete and well-implement policies and laws on grassroots health and preventive medicine, and ensure a timely and effective response to similar epidemics, the National Assembly requested:
- Urgently studying and submitting to the National Assembly amendments, supplements, or new promulgations of the Law on Health Insurance, the Law on Pharmacy, the Law on Prevention and Control of Infectious Diseases, the Law on Medical Devices, the Law on Food Safety, and other laws related to primary health care, preventive medicine, and emergency situations.
- Developing and completing projects to perform assigned tasks in Party documents related to grassroots health and preventive medicine.
- Annulling, amending, supplementing, or promulgating new legal documents on grassroots health and preventive medicine according to their competence; documents detailing and guiding the procurement of drugs, equipment, medical supplies, and chemicals to ensure consistency with the Law on Procurement and the Law on Prices.
Specifically, the list of laws and ordinances that need to be reviewed, amended, supplemented, or promulgated related to grassroots health care, preventive medicine, and emergency situations is as follows:
- Researching and reviewing to amend and supplement the Law on Health Insurance
- Researching and reviewing the Law on Prevention and Control of Infectious Diseases and developing a draft of the Law on Disease Prevention and Health Promotion.
- Researching and reviewing the Ordinance on the State of Emergency, developing a draft Law on Adjusting the State of Emergency
- Researching and developing a project on the Law on Medical Devices
- Research on amendments to the Law on Pharmacy
- Research on amendments to the Law on Food Safety
- Research and develop the project of the Law on adjustment of public non-business units
- Research on amendments to the National Reserve Law
- Research on amendments to the Law on State Budget
- Researching and developing a draft Law on Charitable and Humanitarian Activities
- Reviewing, studying and developing other law projects related to the content of this Resolution to meet practical requirements.
Specifically, according to Resolution 99/2023/QH15, the National Assembly has requested that the increase in health insurance premiums be made according to a roadmap in line with the balancing ability of the state budget and the people's ability to pay;
At the same time, study and expand the list of medical examination and treatment services, the list of drugs, equipment and medical supplies at grassroots health care facilities paid by the health insurance fund in proportion to the increase in health insurance coverage.
Timely settlement of problems in payment and settlement of medical examination and treatment expenses covered by health insurance.
In addition, it is required to strictly implement policies and laws on mobilization, management and use of resources for the prevention and control of the COVID-19 epidemic and on grassroots health and preventive medicine; promptly reward organizations and individuals with achievements in epidemic prevention and control;
Promote information and communication work; formulating criteria and regularly implementing statistics and data management on health in uniform throughout the country; promptly handle difficulties, problems and violations.
