The Government of Vietnam issued Resolution 88/NQ-CP on June 8, 2023 the regular Government meeting in May 2023 online with the locality.

To urgently propose to amend the Decree on regulations on foreign workers working in Vietnam

The Government requested the Ministry of Labor, War Invalids and Social Affairs to urgently propose amendments to Decree 152/2020/ND-CP on foreign workers working in Vietnam and recruiting and managing Vietnamese employees working for foreign organizations and individuals in Vietnam in order to remove difficulties and obstacles in the granting of work permits, and submit them to the Government in July 2023.

Firmly grasp the actual situation of employees losing their jobs and reducing working hours; proactively conduct timely research and propose policies to support employees and employers.

In addition, it also assumes the prime responsibility for and coordinates with agencies and localities to implement the following contents:

- Focus on directing and speeding up the implementation of the National Target Program on Sustainable Poverty Reduction; update and complete the Social Security Database, connect and authenticate with the National Population Database in service of state management in accordance with law.

Effectively organize activities in Action Month for Children; strengthen direction and guidance on child protection, accident and injury prevention and control, and child drowning prevention and control.

- Research and propose amendments to Decree 20/2021/ND-CP stipulating social assistance policies for beneficiaries of social protection, and report to the Government in June 2023.

Review and amend regulations on fire safety in Vietnam

Specifically, the Government of Vietnam requested the Ministry of Public Security to assume the prime responsibility for, and coordinate with agencies and localities in, focusing on implementing the following main contents:

- Implement strong solutions to ensure traffic order and safety, urban order, fire safety, and rescue.

Assume the prime responsibility for, and coordinate with, the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Science and Technology, and relevant ministries and agencies in reviewing and amending regulations on fire safety; guide solutions to remove difficulties and obstacles for organizations and enterprises in implementing the provisions of law, standards, and regulations on fire safety.

- Assume the prime responsibility for, and coordinate with the Government Office, the Ministry of Information and Communications, the Ministry of Justice, and relevant agencies and localities in organizing the effective implementation of Project 06 and Directive 05/CT-TTg of the year. 2023; together with the Government Office, submit to the Prime Minister a request to organize a conference to review the first 6 months of 2023 on the implementation of Project 06 in July 2023.

- Expeditiously research, advise, and propose to the Government and the Prime Minister the implementation of the National Data Center Scheme after the Politburo has made concluding comments on the Scheme.

- Absolutely safe protection of key objectives, works, and important political, cultural, and social events of the country, especially the 5th session of the 15th National Assembly, the high school graduation exam in 2023, and international delegations and conferences held in Vietnam.

- Synchronously deploy solutions to ensure internal political security, economic security, ideological culture security, information security, communication security, and network security.

Complete the application for the Government's Decree on the combination of socio-economic and socio-economic security and submit it to the Government according to regulations.

- Speed up the investigation and handling of key cases; take measures to reduce crime on social order; effectively implement the Month of Action on Drug Prevention and Control in 2023.
