Regarding this matter, LawNet would like to answer as follows: 

The content mentioned in Directive 16/CT-TTg dated May 20, 2024 on continuing to promote cutting and simplifying administrative procedures in ministries, sectors, and localities to serve people and businesses, issued by the Prime Minister of Vietnam.

To urgently propose cutting and simplifying administrative procedures related to land in Vietnam

Specifically, regarding reforming and reducing administrative procedures, the Prime Minister requires Ministers of ministries, heads of equivalent agencies, and agencies under the Government to focus on implementing the following tasks:

- Strictly implement the reform and reduction of administrative procedures during the process of developing legal documents, strengthen close control, evaluate specific policy impacts on administrative procedures, effectively implement consultation (strengthen e-consultation), project appraisal, draft legal documents, ensure that administrative procedures are regulated within the jurisdiction, necessary, reasonable, feasible, implemented on electronic platforms, and with the lowest compliance costs. At the same time, rectify, review, and propose amendments to regulations to avoid inconsistencies and contradictions in the issuance of local regulations governing the constituent parts of administrative procedures in accordance with the provisions of the Law on promulgation of legal documents.

- Focus on developing documents within the authority of the Government, the Prime Minister, Ministers, and heads of equivalent agencies to immediately enforce plans to cut and simplify regulations related to business activities; decentralize the settlement of administrative procedures; prioritize key internal administrative procedures; administrative procedures and documents related to population management that have been approved by the Government and the Prime Minister towards a Decree amending several Decrees, a Decision amending several Decisions, a Circular amending several Circulars, and prioritize the implementation of simplified procedure sequences as regulated (Appendix I attached).

At the same time, build and submit to the National Assembly, the Standing Committee of the National Assembly, documents within their jurisdiction to implement approved plans for cutting and simplifying administrative procedures (Appendix II attached).

- Urgently review and propose plans to cut and simplify administrative procedures in the assigned fields, especially administrative procedures in the fields of land, social housing, credit, mineral resources... and related licenses for business activities according to the focal administrative reform plan in 2024, to be submitted to the Government Office no later than May 2024 for compilation and reporting to the Prime Minister. Organize the implementation of the plan immediately after it is approved by the Prime Minister.

- Urgently fully disclose internal administrative procedures between state administrative agencies and between ministries, agencies, and departments; determine the scope and authority to issue internal administrative procedures for review, simplification, and ensuring the objectives and requirements set out in Decision 1085/QD-TTg in 2022.

- Focus on implementing the reduction and simplification of administrative procedures related to the judicial record certificate according to the approved plan after being approved by the Prime Minister to reduce unreasonable requirements for submitting judicial record certificates in the implementation of administrative procedures, ensuring progress, substance, and effectiveness.

- Strengthen communication in administrative reform for the public and business community to be aware of and accompany the government.

In addition, it also requires the Chairperson of the People's Committee of provinces, centrally-run cities to urgently fully disclose internal administrative procedures between the provincial People's Committee and departments, sectors, and district People's Committees; determine the scope and authority to issue internal administrative procedures for review, simplification, and ensuring the objectives and requirements set out in Decision 1085/QD-TTg in 2022.
