The Ministry of Justice of Vietnam issued Decision 522/QD-BTP on April 7, 2023, promulgating the Implementation Plan of Directive 05/CT-TTg in 2023 on continuing to promote the implementation of the project on developing the application of data on population, identification, and electronic authentication for national digital transformation in the period of 2022–2025 with a vision to 2030 in ministries, branches, and localities in 2023 and the following years (Plan)
Specifically in Decision 522/QD-BTP dated April 7, 2023, the Ministry of Justice of Vietnam has outlined a number of contents to be implemented in the Plan to develop the application of data on population, identification, and electronic authentication for national digital transformation as follows:
- Promulgate documents directing the implementation of Project 06 to create consistency in the implementation process;
- Organize thoroughly to make all cadres, civil servants, and public employees fully aware of the meaning and importance of Project 06, creating unity of awareness and actions to promote synergy of the whole political system in the implementing organization;
- Review, supplement, and amend legal documents related to Project 06 and include them in the 2023 Law and Ordinance Development Program;
- Expeditiously issue electronic birth certificates and extract electronic death declarations from the electronic civil status registration and management system;
- Review, evaluate, and restructure the entire professional process of online public services provided on the National Public Service Portal in a way that is convenient for people and businesses; ensuring the principle of putting people and businesses at the center.
- Review, evaluate, and restructure the professional process of 53 essential online public services (in Project 06 and Decision 422/QD-TTg dated April 4, 2022 of the Prime Minister)
- Review and improve the process of receiving and guiding people and businesses to support people and businesses at the Single-Window Department at all levels in the direction of taking people and businesses as the center, as the subject, as the goal, and as the driving force to provide more quality service, better serve;
- Select groups of administrative procedures directly associated with people and businesses to focus on practical, convenient, timely, and effective implementation;
Change the mindset from "doing for people, doing for households" to supporting and guiding to improve digital skills for people and businesses; interested in supporting and helping disadvantaged people (the elderly, the disabled,...);
Focus on propagating and guiding ethnic minority people and groups with limited information technology skills to carry out online administrative procedures and public services; change the habit of using paper records to using electronic records, gradually forming a digital citizen and digital society;
- Speed up the process of digitizing dossiers and results of administrative procedures in accordance with the Government's regulations in Decree 45/2020/ND-CP and Decree 107/2021/ND-CP, associate digitization with the performance of duties by officials and civil servants in the process of handling administrative procedures, and do not require people and businesses to provide documents as the results of handling administrative procedures have been digitized in accordance with regulations;
- Strictly implement the receipt and processing of online dossiers, do not let the situation of processing dossiers be slow or late; accelerate the implementation of digital signatures on mobile devices; research and organize the implementation of administrative procedures regardless of administrative boundaries;
- Review, standardize, and electronicize the declaration form in the direction of reducing at least 20% of the information to be declared on the basis of reuse of digitized data;
- Thoroughly grasp and specifically direct agencies and organizations in the process of handling administrative procedures without requiring people to present and submit household registration books in accordance with the Residence Law and documents guiding the Residence Law.
- Research and apply chip-based citizen ID cards, apply VNelD, and exploit the national database on population; integrate information in the National Database on population, citizen identification cards, and electronic identification accounts to gradually replace citizenship papers; The immediate future is the replacement of household registration books and paper temporary residence books from January 1, 2023.

The plan to develop the application of population data, identification, and electronic authentication for national digital transformation must ensure the following purposes and requirements:
* Purpose
- To fully perform the tasks assigned in Directive 05/CT-TTg in 2023.
- To promote, drastically implement, and effectively implement Decision 06/QD-TTg in 2022 to achieve goals for socio-economic development, policy making, the direction and administration of leaders at all levels, handle administrative procedures, and provide online public services for people and businesses.

- The plan is developed in accordance with Directive 05/CT-TTg in 2023; specific targets and contents need to be suitable to the practical conditions of the Ministry and units, ensuring high efficiency and feasibility.
- Specifying work contents, completion deadlines, products, and responsibilities of the units under the Ministry in organizing the implementation of Directive 05/CT-TTg in 2023.
