To urgently improve the law on developing key agricultural product brands in Vietnam

Content mentioned in Resolution 853/NQ-UBTVQH15 of 2023 on questioning activities at the 25th Session of the 15th National Assembly Standing Committee.

The National Assembly Standing Committee requests the Government, Prime Minister, Ministers, and Heads of ministerial-level agencies to focus on implementing a number of key tasks and solutions to create strong changes in state management in the questioned fields.

Specifically, for the field of agriculture and rural development:

Urgently complete policies and laws to develop trademarks and brands of key agricultural products. Update, analyze and evaluate information and market developments comprehensively to closely forecast the situation, be cautious, promptly disseminate and support people and businesses to overcome difficulties and take advantage of market opportunities.

Consolidate existing markets and expand new markets for Vietnamese agricultural products. Innovate and improve the effectiveness of media organization to promote the unique and outstanding quality of Vietnamese agricultural products in domestic and foreign markets.

Organize sustainable agricultural production according to the goals and orientations in the Sustainable Agriculture and Rural Development Strategy with specific solutions in the Projects "Pilot building standard agricultural and forestry raw material areas for domestic consumption and export in the period 2022–2025"; "Ensuring food safety, improving the quality of agricultural, forestry, and fishery products associated with the consumer market"; "Promoting the export of agricultural, forestry, and fishery products until 2030"...

Accelerate the construction and implementation of the Project "Sustainable development of 1 million hectares specializing in high-quality rice cultivation associated with green growth in the Mekong Delta", Project "Developing a logistics system to improve the quality and competitiveness of Vietnamese agricultural products until 2030, with a vision to 2050". There are solutions to handle subsidence in the Mekong Delta.

Effectively implement programs to periodically investigate and evaluate overall aquatic resources and aquatic habitats according to the provisions of the Fisheries Law to have appropriate farming and exploitation solutions; Adjust the number and structure of boats for a number of occupations in coastal areas in accordance with aquatic resource reserves.

Organize and effectively implement the National Program to protect and develop aquatic resources 2023 - 2030; urgently approve and implement the Planning for the protection and exploitation of aquatic resources for the period 2021 - 2030.

Review, adjust, and establish new marine protected areas at national and provincial levels, aiming to achieve the target of at least 6% of the marine area needing conservation. Good management of seafood exploitation quotas; Develop a job conversion policy, create livelihoods for the fishing community through other jobs, and ensure the lives of fishermen when implementing solutions to ensure aquatic resources; Support fishermen during the temporary suspension of aquatic exploitation; develop policies to support the sustainable development of marine protected areas.

Restoring and regenerating resources needs to focus on endangered, precious, rare aquatic species, indigenous species, and endemic species; Build projects to restore coral reef and seagrass ecosystems and create artificial habitats. Strengthen the Fisheries Surveillance Force and establish local Fisheries Surveillance according to the provisions of the Law on Fishery; Strengthen inspection, control, and strictly handle violations of the law in illegal mining; quickly reduce and eventually end this situation, especially in areas at risk of depletion and degradation of marine resources.
