To urgently implement solutions to promote the implementation of 03 National Target programs in Vietnam

Official Dispatch 666/TTg-QHDP in 2023 on urgently implementing solutions to remove difficulties and promote the implementation of 03 national target programs promulgated by the Prime Minister.

In order to continue to accelerate the disbursement of funds for implementation of national target programs and effectively implement Resolution 100/2023/QH15 of the National Assembly on questioning activities at the 5th session of the 15th National Assembly, the Prime Minister requests that comrades Ministers, Heads of ministerial-level agencies, Presidents of People's Committees of provinces and centrally-run cities, and heads of relevant agencies urgently implement a number of key tasks as follows:

- Ministries and agencies: Agriculture and Rural Development, Labor - Invalids, and Social Affairs, and the Committee for Ethnic Minority Affairs, according to their assigned functions and tasks, urgently coordinate with the Ministry of Finance and the ministries and agencies that own the component projects to notify the level of non-business capital in 2024 and 2025 to the ministries, central agencies, and localities in accordance with the provisions of Decree 38/2023/ND-CP; completed in July 2023.

- Ministries and agencies: Agriculture and Rural Development, Labor - Invalids and Social Affairs, and the Committee for Ethnic Minority Affairs, according to their assigned functions and tasks, shall urgently assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and the ministries and agencies project owners to research and develop detailed manuals, specifically integrating guiding documents, processes, and procedures and sample dossiers for each project, sub-project, and component content of national target programs; completed in the third quarter of 2023; and report to the Prime Minister on the implementation results.

- The Ministry of Health shall urgently assume the prime responsibility for, and coordinate with other ministries and agencies in: Planning and Investment, Finance, Agriculture and Rural Development, Committee for Ethnic Minority Affairs and relevant localities select a number of projects to invest in and support the development of precious medicinal herbs growing areas under the National Target Program on socio-economic development in ethnic minority and mountainous areas to focus on guiding and directing the implementation of points in a number of localities with suitable conditions; summarize and evaluate the implementation results, draw lessons learned, propose solutions to remove difficulties and obstacles in the process of implementation, and disseminate and replicate the model throughout the country; report to the Prime Minister in the fourth quarter of 2023.

- The Committee for Ethnic Minority Affairs shall urgently assume the prime responsibility for, and coordinate with the ministries and agencies of the project owner in, the overall review of the national target program for socio-economic development in ethnic minority and mountainous areas in phase I, develop a dossier of proposal to adjust the content of the Decision on Approval of the Program in accordance with regulations, orders, and procedures of the law on public investment; report to the Prime Minister, and co-send the Ministry of Planning and Investment in August 2023.

On the basis of the proposal of the Committee for Ethnic Minority Affairs, the Ministry of Planning and Investment shall advise and submit to the Prime Minister the establishment of a State Appraisal Council to organize the appraisal according to regulations; Completion of due diligence is expected in September 2023.

- The Ministry of Labor, War Invalids, and Social Affairs urgently researches and proposes criteria to identify low-income workers as beneficiaries of the National Target Program on Sustainable Poverty Reduction in the 2021–2025 period; Report to the Prime Minister in November 2023.

- Based on the review results and proposals of the ministries and agencies hosting the national target program, the Ministry of Planning and Investment shall assume the prime responsibility for, coordinate with relevant ministries and agencies in summarizing, researching, and proposing adjustments to targets assigned to ministries, branches, and localities in Decision 652/QD-TTg in 2022 of the Prime Minister to ensure suitability to the actual situation; propose solutions to overcome difficulties and obstacles (if any), and report to the Prime Minister in the third quarter of 2023.

- The Ministry of Finance shall promptly assume the prime responsibility for, and coordinate with concerned ministries and agencies in, completing the amendment and supplementation of Circulars on non-business funding for the implementation of national target programs.

- Assign the Government Office to urge the performance of the above tasks according to regulations.
