To urgently complete the mechanisms and policies for buying and selling electricity before April 30, 2024 (Internet image) 

Regarding this matter, LawNet would like to answer as follows:

On April 15, 2024, the Prime Minister issued Official Telegram 38/CD-TTg on the resolute, synchronized, and effective implementation of solutions to ensure electricity supply during the peak period in 2024 and the following years.

To urgently complete the mechanisms and policies for buying and selling electricity before April 30, 2024 in Vietnam

To timely meet the electricity demand in the future and ensure no power shortages under any circumstances, the Prime Minister requests the Minister of the Ministry of Industry and Trade to focus on implementing the following tasks:

- Directly implement the Resolutions of the Government, Directives, Official Telegram, and directing documents of the Prime Minister, as well as the Plan for electricity supply and operation of the national electricity system in 2024 that have been approved; enhance state management, strengthen inspections and supervision regarding the safe, scientific, and efficient management and operation of the national electricity system, ensure the safe and efficient operation of power plants, minimize incidents, and ensure sufficient electricity supply in 2024 and the following years.

- Regarding the mechanisms and policies for buying and selling electricity: Urgently improve and submit for authorized approval before April 30, 2024 (i) the mechanisms and policies for direct electricity trading between power generation units and large electricity consumers; (ii) the mechanisms to promote the development of rooftop solar power installed at households, public offices, self-producing, and self-consuming industrial zones; (iii) the mechanisms and policies for the development of gas and offshore wind power.

- Regarding the progress of power source projects in the VIII Power Planning and Plan:

Focus on directing the selection of investors and quick implementation of power source projects in the VIII Power Planning and Plan, ensuring timely addition of new power sources to meet the annual load growth demand. Particularly, pay attention to urgently reporting to authorized levels for consideration and strict handling in accordance with the provisions of the law for the Cong Thanh and Nam Dinh 1 thermal power plants before July 1, 2024, to ensure the objectives of the VIII Power Planning and electricity supply for the northern region.

- Regarding the progress of transmission projects:

Urgently coordinate closely with the State Capital Management Committee at enterprises to direct EVN to speed up the implementation progress of the 500 kV transmission line project from Quang Trach to Pho Noi, to be put into operation before June 30, 2024, and the transmission projects from Laos to timely ensure electricity supply for the northern region.

- Direct the synchronized implementation of energy-saving solutions as stated in Directive 20/CT-TTg in 2023 of the Prime Minister on enhancing energy-saving during the period of 2023–2025 and the following years; provide guidance and promote creativity in implementing energy-saving measures to achieve the highest efficiency.

Also, in response to the electricity demand in the future, the Prime Minister requests the Chairman and General Director of the Electricity of Vietnam Group to carry out the following tasks:

- Concentrate on quickly implementing power source and grid projects assigned as investors, ensuring progress, quality, efficiency, and environmental protection. Specifically, focus on implementation of the 500 kV transmission line project from Quang Trach to Pho Noi at the quickest, ensuring the completion of steel tower construction before May 31, 2024, and the installation and operation before June 30, 2024. Strive to complete the transmission projects to serve electricity imports from Laos in May 2024, such as the Dak Ooc Substation and the 200 kV transmission line Nam Sum - Nong Cong.

- Direct the power plants under the management of the Electricity of Vietnam Group to prepare for production and ensure the maximum mobilization of electricity generation capacity during the peak months of 2024. Absolutely prevent fuel shortages (coal, gas, and oil) for thermal power plants and water shortages for hydroelectric reservoirs according to the approved procedures.

- Actively and proactively engage in electricity trading, especially renewable energy, following market rules and the spirit of balanced interests and risk sharing, to avoid wasting social resources.
