Urgently completing the draft Report to submit to the Politburo to implement the new salary policy is one of the contents of Resolution 28/NQ-CP dated March 5, 2024, at the regular Government meeting in February 2024. .
Pursuant to Section 15 of the Appendix issued with Resolution 28/NQ-CP 2024, the Government requests the Ministry of Home Affairs to preside and coordinate with agencies and localities as follows:
- Concentrate resources, continue to innovate, and improve quality and efficiency in organizational structure and staffing; civil service, officials; building local government; Complete standards and titles of civil servants and standards of leadership and management civil servant positions at all levels.
- Urge ministries, agencies, and localities to complete the development and approval of job positions for officials and public employees in March 2024 to implement salary policies; closely coordinate with relevant agencies to promptly respond and provide guidance in case of any problems.
- Complete the Decree on new salary regimes for subjects under the Government's authority; coordinate with relevant agencies of the Party and National Assembly, thereby serving as a basis for submitting to competent authorities for the issuance of decisions on new salary regimes under the Party's agencies, the Fatherland Front, and socio-political organizations, the National Assembly, and the National Assembly Standing Committee.
- Urgently complete the draft report to submit to the Politburo to implement the new salary policy, report to the Prime Minister and the Steering Committee for wage reform.
- Continue to innovate and improve the quality and efficiency of evaluating the administrative reform index (PAR index) and the satisfaction index of people and organizations with the service of state administrative agencies (SIPAS); Strengthen inspection and supervision of administrative reform implementation by ministries, agencies, and localities.
In addition, the Government also requests the Ministry of Education and Training to preside and coordinate with agencies and localities:
- Accelerate the drafting of National Assembly Resolutions on: innovating preschool education programs; piloting universal preschool education for 3- and 4-year-old preschoolers in some provinces and cities; Submit to the Government in April 2024 for comments before submitting to the National Assembly according to regulations.
- Urgently complete and submit to the Politburo the Project summarizing 10 years of implementing Resolution 29-NQ/TW dated November 4, 2013 of the 11th Central Executive Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration in accordance with the instructions of the Prime Minister in document No. 794/VPCP-KGVX dated February 1, 2024.
- Prepare well the conditions to organize the National Science and Technology Competition for high school students in the 2023–2024 school year, the 2024 High School Graduation Exam ensuring safety, seriousness, efficiency, quality, and participation in international Olympic competitions in 2024.
- Direct and guide qualified higher education institutions to deploy training programs in semiconductors, biology, and artificial intelligence (AI), meeting market demand, ensuring quality, contributing to attracting investment, and developing these fields.
