Government of Vietnam issued Resolution 74/NQ-CP dated May 7, 2023, which requested the Ministry of Education and Training to urgently amend the Decree related to tuition fees in the field of education and training.

On May 7, 2023, the Government of Vietnam issued Resolution 74/NQ-CP on the April 2023 Regular Government Meeting.

Urgently amending the Decree related to tuition fees in the field of education and training in Vietnam

Specifically, the Ministry of Education and Training of Vietnam shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Ministry of Finance, the Ministry of Labor, War Invalids, and Social Affairs and relevant agencies in, urgently amending and supplementing Decree 81/2021/ND-CP stipulating the mechanism for collection and management of tuition fees for educational institutions under the national education system and policies on tuition fee exemption and reduction, support for study expenses; service prices in the field of education and training according to a shortened order and procedures.

Thereby, in order for localities and educational and training institutions to promptly decide on the tuition fee rates for the 2023–2024 school year.

In addition, it also coordinates with agencies and localities to drastically implement solutions to ensure adequate supply of textbooks compiled under the 2018 General Education Program on negative phenomena such as corruption, scarcity, and a lack of textbooks for study and teaching.

Directing and guiding localities and general education institutions to review and summarize the school year 2022 - 2023 and enroll first graders at all levels for the 2023-2024 school year to ensure practicality, quality, objectivity, and efficiency. Submitting to the Prime Minister for promulgation a Directive to strengthen direction and coordination in organizing the high school graduation exam, university enrollment, and vocational education in 2023 before May 25, 2023.

Piloting the issuance of criminal record cards on VNeID applications in Thua Thien Hue province of Vietnam

The Government of Vietnam requested the Ministry of Public Security to coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to study and develop solutions to pilot the issuance of criminal record cards on VNeID applications for citizens in Thua Thien Hue province; report to the Prime Minister before May 31, 2023.

In addition, the Ministry of Public Security shall assume the prime responsibility for, and coordinate with other agencies and localities in, performing the following tasks:

- Absolutely safe protection of key objectives, works, and important political, cultural, and social events of the country; especially the 7th Plenum of the 13th Central Committee, the 5th Session of the 15th National Assembly, international delegations, and international conferences held in Vietnam.

- Actively grasp the situation, fight to defeat all plots and anti-destructive activities of hostile and reactionary forces, not to be passive or surprised. Implement synchronous and drastic solutions to ensure internal political security, cultural-ideological security, information security, economic security, network security, social security, and security in strategic locations.

- Focus on suppressing crimes and social evils, especially crimes in the financial sector, breaking the law in cyberspace, and spreading bad, toxic, and untruthful news.

Perform well in the prevention and fight against corruption and negativity; accelerate progress, close investigations, propose prosecution; bring the cases to trial; handle key matters under the Central Steering Committee on anti-corruption, negative monitoring; and direct according to the plan.

- Synchronously deploy solutions to ensure traffic order and safety, fire prevention, and fighting. Take the lead in advising, seriously and effectively implementing Directives 10/CT-TTg, 01/CT-TTg, and Official Telegram 220/CD-TT.

- Assume the prime responsibility for and coordinate with the Government Office, the Ministry of Information and Communications, the Ministry of Justice, and relevant agencies and localities in organizing the effective implementation of Project 06 and Directive 05/CT-TTg.

- Strengthen inspection, urge, guide, and organize briefings with ministries, agencies, and localities to remove difficulties and obstacles according to their competence; synthesize and report to the Prime Minister on matters beyond its competence.
