Regarding this issue, LawNet would like to answer as follows:

The Ministry of Public Security issued Decision 5625/QD-BCA-C06 in 2023, announcing newly issued, amended, supplemented, annulled, and annulled administrative procedures in the fields of business investment and industry management with security and order conditions; seal management; and management and use of fireworks fall under the jurisdiction of the Ministry of Public Security.

There are instructions on procedures for re-registering seal samples as follows:

1. Regulations on procedures for re-registration of seal samples (central level) in Vietnam

1.1. Application components:

- For state agencies, organizations, and titles registering additional wet seals: Letter of introduction or authorization letter; written permission to use wet stamps from competent authority.

- For state agencies, organizations, and titles registering additional embossed stamps, miniature stamps, and seals: Written request to register the additional seal of the head of an agency, organization, or state title, clearly stating the reason and the person assigned to submit the application.

- For economic organizations registering additional embossed seals, miniature seals, and xi seals: written request to register additional seals of the head of the economic organization, clearly stating the reason and the person nominated to submit the application.

1.2. The order of execution:

- Step 1: Agencies, organizations, and state titles that need to register additional wet seals, embossed stamps, miniature stamps, and wax seals shall submit documents to the Police Department for Administrative Management of Social Order, Ministry of Public Security.

- Step 2: Receiving officer checks the validity and composition of the application

+ If the application is valid and complete, receive it and send the application receipt directly, through the postal service, or through the Public Service Portal to the person appointed by the state agency, organization, or title to submit the application.

+ If the application is incomplete or invalid, please guide and send the application completion instruction sheet directly or via postal service, or send the Public Service Portal to the person designated by the state agency, organization, or title to submit the application.

+ If the application does not meet the conditions prescribed in Article 5 of Decree 99/2016/ND-CP dated July 1, 2016 of the Government on the management and use of seals, then do not accept the application, notify the reason for refusal, and send a Notice of refusal to handle the application directly or through the postal service or through the Public Service Portal to the person appointed by the state agency, organization, or title to submit the application.

- Step 3: Based on the appointment date for returning the results on the document receipt, the Police Department of Administrative Management of Social Order returns the results directly, via postal service, or through the Public Service Portal.

* Submission methods:

- Submit the application directly to the application receiving department of the Police Department for Administrative Management of Social Order, the Ministry of Public Security, or via postal service or through the Public Service Portal (except for documents and papers that are not allowed to be posted via the network according to the provisions of law).

- Receive results directly at the application receiving department of the Police Department of Administrative Management of Social Order, the Ministry of Public Security or via postal service or through the Public Service Portal.

2. Regulations on procedures for re-registration of seal samples (province level) in Vietnam

2.1. Application components:

- For state agencies, organizations, and titles registering additional wet seals: Letter of introduction or Authorization letter; written permission to use wet stamps from competent authority.

- For agencies, organizations, and state titles registering additional embossed seals, miniature seals, and seals: Written request to register additional seals of the head of the agency, organization, or state title, clearly stating the reason and the person nominated to submit the application.

- For economic organizations registering additional embossed seals, miniature seals, and xi seals: written request to register additional seals of the head of the economic organization, clearly stating the reason and the person nominated to submit the application.

- Receive results directly at the application receiving department of the Social Order Administrative Management Police Department of the Provincial Police, via postal service, or through the Public Service Portal.
