Regarding this issue, LawNet would like to answer as follows:

On January 18, 2024, the Ministry of Justice issued Decision 70/QD-BTP, planning to implement Resolution 175/NQ-CP in 2023 and approving the National Data Center Project of the Ministry of Justice.

To transfer the civil status database system to the National Data Center in Vietnam

For the task of integrating, synchronizing, and converting information systems to the national data center, there will be the following tasks:

- Review and make statistics of information fields in the database (especially information related to people) that are being managed according to specialized processes and operations and information fields that need to be exploited.

- Integrate and synchronize data from the Ministry's databases to the National Data Center

- Review, research, and propose usage needs to install and operate the Civil Status Database system at the National Data Center

- Convert the civil status database system to the National Data Center

- Connect to the National Data Center's data sharing and integration platform

- Comply with legal regulations on ensuring information system security by level for civil status database installed and operated at the National Data Center

- Review and supplement conditions to ensure information security and safety according to the standards of the National Data Center

- Summarize and evaluate the results of the Ministry's Project implementation annually and periodically according to the Project's roadmap

- Coordinate with the Ministry of Public Security, Government Office, Ministry of Information and Communications, Government Cipher Committee, and relevant agencies and units in the process of implementing the Project's tasks

- Coordinate with the Ministry of Public Security to review the current status of information technology at the Ministry (number of racks; list of security equipment; list of network equipment; server directory; storage device catalog; list of platform technologies) in use and expected investment and equipment needs in the period 2023-2025.

- Coordinate with the National Data Center to develop a plan to synchronize human data according to the scope of management at the National Data Center.

Purpose and requirements of the National Data Center Project Implementation Plan in Vietnam

(1) Purpose:

Fully and effectively implement the tasks assigned to the Ministry of Justice in Resolution 175/NQ-CP in 2023, ensuring consistency and coherence with information systems, application software, national databases, and the national digital transformation process, in accordance with the Electronic Government Architecture of the Ministry of Justice, contributing to the construction and development of the digital government, digital economy, and digital society.

(2) Requirements

- The plan is built closely to the content of Resolution 175/NQ-CP in 2023; specific tasks must be consistent with the practical conditions of the Ministry and its units, ensuring synchronization, uniformity, economy, and efficiency.

- Identifying specific tasks to assign units to develop implementation plans, organizing implementation to ensure progress and quality as required, and serving as a basis for inspection, supervision, and evaluation of implementation.
