Regarding this issue, LawNet would like to answer as follows:

To synchronously implement solutions to prevent corruption and misconduct in 2024 of the Ministry of Construction of Vietnam

On March 7, 2024, the Minister of Construction issued Decision 154/QD-BXD on the Plan to implement the prevention and fight against corruption and misconduct in 2024 of the Ministry of Construction.

In particular, implementing synchronous solutions to prevent corruption and misconduct in agencies and units is one of the notable contents. Specifically:

(1) Be public and transparent about the organization and operations of agencies and units

- Implement publicity and transparency in the activities of agencies and units according to the provisions of law, including: the implementation of policies and laws related to the rights and legitimate interests of officials, civil servants, public employees, and employees; the arrangement, management, and use of public finances, public assets, or funds mobilized from other legal sources; the staff organization of agencies and units; a code of conduct for people with positions and powers; and other contents as prescribed.

- Carry out publicity and transparency in citizen reception and inspection work, resolving complaints and denunciations, and preventing corruption.

- Implement openness and transparency in providing information; implement regulations on speaking and providing information to the press periodically or unexpectedly on the organization and activities of agencies and units, anti-corruption work, and handling corruption cases according to regulations.

+ Implementing unit: The Ministry's Office presides, and units under the Ministry coordinate according to the Regulation on speaking and providing information to the press of the Ministry of Construction.

+ Implementation time: regularly during the year.

- Implement regulations on the accountability of heads of agencies and units when required; resolve requests for explanations according to legal regulations.

+ Implementing unit: units under the Ministry.

+ Implementation time: regularly during the year.

- Implement reporting regulations on anti-corruption work according to Circular 01/2024/TT-TTCP dated January 20, 2024 of the Government Inspectorate.

+ Implementing unit: units under the Ministry send reports, and the Ministry Inspectorate compiles the report.

+ Implementation time: according to the time limit prescribed by law.

(2) Develop and implement regimes, norms, and standards

- Continue to advise and propose amendments and supplements to documents on regimes, norms, and standards to promulgate or submit to competent authorities for promulgation, to prevent corruption and misconduct.

+ Implementing unit: units under the Ministry.

+ Implementation time: regularly during the year.

- Strengthen inspection of the development and implementation of regulations on regimes, norms, and standards of units; detect shortcomings and problems to promptly correct them; Handle or recommend handling violations of regulations, norms, and standards (if any).

+ Implementation time: regularly during the year.

(3) Implement rules of conduct for people with positions and powers in agencies and units

Focus on integrity education for officials, party members, and civil servants; Continue to strictly implement Decision 1393/QD-BXD dated December 24, 2021 promulgating the Code of Conduct for officials, civil servants, public employees, and workers of the Minister of Construction and Directive 03-CT/BCSĐ dated December 30, 2021 of the Party Committee of the Ministry of Construction on strengthening the management of cadres, civil servants, public employees, and workers in agencies and units under the Ministry; build and promote office culture.

- Implementing units: units under the Ministry.

- Implementation time: regularly throughout the year.

(4) Change the working positions of people with positions and powers in agencies and units

Seriously implement the conversion of working positions of cadres, civil servants and public employees according to the provisions of Decision 1392/QD-BXD dated December 24, 2021 of the Minister of Construction on promulgating the Regulations on the list of working positions and periodic deadlines for changing working positions in administrative agencies and public service units under the Ministry of Construction and Circular 08/2023/TT-BXD dated October 3, 2023 of the Ministry of Construction stipulating the list and period of time for changing work positions for civil servants who do not hold leadership or management positions and officials who directly contact and handle work in the construction field.

- Implementing unit: Department of Organization and Personnel presides, and units under the Ministry implement.

- Implementation time: regularly throughout the year.

(5) Control conflicts of interest

Strictly implement regulations on reviewing conflicts of interest according to regulations; promptly resolve, handle, or recommend handling conflict of interest cases to prevent corruption.

- Implementing units: units under the Ministry.

(6) Administrative reform, application of science and technology in management, and non-cash payments

- Administrative reform

Continue to effectively deploy and implement the one-stop shop mechanism for handling administrative procedures at the Ministry of Construction. Regularly review administrative procedures in the construction sector under the Ministry's authority to create favorable conditions and reduce trouble for people and businesses.

+ Implementing unit: The Ministry Office shall preside and coordinate with units under the Ministry.

+ Implementation time: regularly during the year.

- Application of science and technology in management

Continue to promote the application of information technology in the activities of agencies and units; deploy online public service portals and public postal services to modernize administrative procedure handling activities; Support organizations and individuals to carry out administrative procedures; Strictly implement regulations on protecting State secrets.

+ Implementing units: units under the Ministry.

+ Implementation time: regularly during the year.

- Continuing to implement the non-cash payment policy in transactions of agencies and units; effectively implement the Project "Developing non-cash payments in Vietnam for the period 2021–2025.".

+ Implementation deadline: regularly during the year.
