Regarding this issue, LawNet would like to answer as follows:

1. To supplement the list of important national and key projects in the transport sector in Vietnam

Article 1 of Decision 817/QD-TTg in 2023 has added the investment project to build the Ho Chi Minh City - Moc Bai expressway to the list of important national and key projects of the transport sector. .

In case it is allowed to add new important national works, projects in the transportation sector, or other necessary additional projects decided by the Steering Committee, the Steering Committee shall perform the tasks and powers as prescribed in Decision 884/QD-TTg with respect to such important national works and projects.

Thus, important national and key projects in the transportation sector include:

- Ho Chi Minh road.

- Expressway projects: North - South East; Ben Luc - Long Thanh; Khanh Hoa - Buon Ma Thuot; Bien Hoa - Vung Tau; Chau Doc - Can Tho - Soc Trang; Ring 4 - Hanoi Capital Region; Belt 3 Ho Chi Minh City.

- High-speed railway on the North-South axis.

- Urban railway lines in Hanoi and Ho Chi Minh City.

- Long Thanh International Airport Project.

- Highway projects or other transport infrastructure projects that the Steering Committee deems necessary.

- Expressway projects: Tuyen Quang - Phu Tho, Hoa Binh - Moc Chau - Son La, Huu Nghi - Chi Lang, Dong Dang - Tra Linh;

- T3 passenger terminal project - Tan Son Nhat international airport, and construction project of Tran Quoc Hoan street - Cong Hoa street, Tan Binh district, Ho Chi Minh City (connecting to T3 terminal).

- Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressway project;

- Highway project Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

- Construction investment project of Ho Chi Minh City - Moc Bai expressway.

2. Tasks and powers of the State Steering Committee for important national and key works and projects in the transport sector in Vietnam

According to Article 2 of Decision 884/QD-TTg, the tasks and powers of the State Steering Committee for important national and key works and projects in the transport sector include:

- Research and propose to the Government and Prime Minister directions and solutions to solve important and interdisciplinary issues to accelerate the progress of projects.

- Assist the Government and the Prime Minister in directing, inspecting, coordinating, and urging relevant ministries, branches, and localities to perform the tasks of investment and construction of the projects mentioned in Article 1 (referred to as projects) in accordance with the Resolutions of the National Assembly and the Government regarding the Projects.

- Assist the Government and the Prime Minister in directing the implementation of projects according to regulations; direct relevant ministries, branches, and localities to perform the following tasks:

+ Organizing the implementation of the project implementation plan according to the assigned functions and tasks; closely and effectively coordinating in advising and proposing solutions and measures to implement projects; promptly reporting difficulties and problems beyond their competence and proposing solutions to the Government and the Prime Minister for consideration and decision.

+ Directing, inspecting, and urging investors of works and projects, consulting organizations, and contractors to perform the tasks defined in the investment policy of the projects or the approval decision of each component project to ensure construction progress and quality.

- Invite organizations and experts to advise in the process of directing, researching, and proposing directions and solutions to implement the Projects.
