To submit to the Prime Minister for approval the Scheme to build a national statistical database in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

November 27, 2023, the Prime Minister issued Directive 28/CT-TTg on promoting the implementation of the Scheme on application of information and communication technology in the State Statistics System for the period 2017-2025, with a vision to 2030.

To submit to the Prime Minister for approval the Scheme to build a national statistical database in Vietnam

Specifically, the Prime Minister requested the Ministry of Planning and Investment to preside and coordinate with ministries, branches, and localities to complete and submit to the Prime Minister for approval the Scheme to build a national statistical database under the Vietnam Statistical Development Strategy for the period 2021 - 2030 with a vision to 2045 and implement it synchronously and consistently with the Scheme's tasks and other related programs and Schemes, ensuring no duplication and effectiveness.

In addition, the Ministry of Planning and Investment also focuses on the following main contents:

- Promote the connection of administrative data of ministries and branches to exploit and use for statistical work, thereby serving as the foundation for building a national statistical database.

- Continue to research large data sources to serve the compilation of statistical indicators; coordinate with the Ministry of Information and Communications, the Ministry of Science and Technology, and the Ministry of Natural Resources and Environment to research and apply modern technology in statistical work.

- Urgently guide and deploy statistical reporting data collection to serve the national, provincial, district, and commune statistical indicator systems on a digital platform.

- Plan, upgrade and expand information and communication technology infrastructure to meet the requirements of implementing the Scheme's tasks, which are presided over by ministries, branches, and central agencies.

- Continue to mobilize domestic and foreign resources and allocate funds in the medium-term public investment plan to implement the Scheme.

To require localities to promote computerization of the process of synthesizing and disseminating statistical information in Vietnam

Specifically, the Prime Minister requested the People's Committees of provinces and centrally run cities to continue performing assigned tasks, focusing on the following main contents:

- Promote propaganda, dissemination, awareness-raising, and responsibility for information technology application in the field of statistics.

- Promote computerization of the process of synthesizing and disseminating statistical information and reporting monthly, quarterly, and annual socio-economic situation.

- Direct all levels and sectors to connect administrative data to exploit and use statistical work to compile the Statistical Indicator System at provincial, district, and commune levels; Assign the presiding unit to connect investigation data with administrative data.

- Strengthen training and foster to improve information technology capacity for civil servants in charge of carrying out statistical work at the locality; report on the results of the Scheme implementation.

- Proactively integrate with relevant local schemes, programs, and Schemes; balance and arrange in annual state budget estimates; a medium-term public investment plan; and reserve funding sources approved by competent authorities to carry out the Scheme's tasks.
