Regarding this issue, LawNet responded as follows:
On August 7, 2023, the Government issued Resolution 124/NQ-CP on the regular Government meeting in July 2023.
Specifically, the Government requested the Ministry of Industry and Trade to urgently submit to the Prime Minister in August 2023 amendments to Decision 24/2017/QD-TTg on the mechanism of adjusting the average retail price of electricity and Decision 28/2014/QD-TTg on the structure of the electricity retail tariff, as well as additional research on the subject of "tourist accommodation establishments" applying the retail price of electricity equal to the retail price of electricity for the manufacturing industry.
At the same time, assume the prime responsibility for and coordinate with agencies and localities in implementing the following contents:
- Closely monitoring market developments in order to promptly have solutions to manage and regulate production in order to stabilize supply and demand, prices of food, foodstuffs, energy, and other essential goods; ensure the supply of petroleum for the domestic market in all situations, not to let the price increase suddenly.
- Submitting to the Government and Prime Minister the plan to perform the task of ensuring the supply of coal, oil and liquefied natural gas energy, the plan for the implementation of Electricity Master Plan VIII, ensuring the deadline is met as directed by the Prime Minister in August 2023.
- Actively planning the production and operation of the power system, ensuring the power source for production, business, and consumption.
- Expeditiously propose a number of energy projects to pilot the implementation of the Political Declaration on Establishment of a Fair Energy Transition Partnership (JETP), and report to the competent authorities for consideration and decision no later than September 2023.
- Effectively implementing signed Free Trade Agreements (FTAs); maintaining and strengthening traditional markets; further expanding new and potential markets; stepping up the negotiation and signing of new trade agreements, commitments, and associations;
Promoting and concluding negotiations on the Comprehensive Economic Partnership Agreement (CEPA) between Vietnam and the United Arab Emirates (UAE) in line with the Government Leaders' directives on the basis of ensuring the harmony of Vietnam's interests; carrying out procedures to be able to start negotiations on FTAs with Egypt, South Africa, and South American countries.
- Expeditiously taking measures to regulate and speed up the clearance of import and export goods at the Vietnam - China border gate area; coordinating with the Ministry of Agriculture and Rural Development to negotiate with China to open more export markets for Vietnam's advantageous agricultural products in August 2023.
- Continuing to promote the campaign for Vietnamese people to prioritize using Vietnamese goods, trade promotion programs and activities, and connect supply and demand to strongly develop the domestic market, expand consumption stimulus; improve the efficiency of market management, and combat smuggling, commercial fraud, and counterfeit goods.
According to Resolution 124/NQ-CP, the Ministry of Labor, War Invalids, and Social Affairs shall assume the prime responsibility for, and coordinate with agencies and localities in, performing the following tasks:
- Researching and submit to the Government and agencies competent to settle social allowances and social pensions for the elderly from 75 to 80 years old; raising the standard of social allowance for the elderly, ensure policy correlation with other subjects.
- Speeding up the completion of the Social Security Database, connecting and authenticating with the National Population Database in service of state management in accordance with law.
- Directing payment through accounts for 100% of beneficiaries of social security policies who already have accounts (registered bank accounts, e-wallets, mobile money accounts, ...) from the state budget, ensuring accuracy, speed, and timeliness; completed in September 2023.
- Researching to establish a job exchange; chairing the social policy advisory group, summarizing the Employment Law; coordinating with relevant agencies in guiding localities to implement the Decree amending and a number of articles of Decree 152/2020/ND-CP on foreign workers working in Vietnam; and recruiting and managing Vietnamese employees working for foreign organizations and individuals in Vietnam.
