To submit to Government of Vietnam for issuance of Decrees on land, housing, real estate, pricing, credit (Image from the internet)

On July 21, 2024, the Prime Minister of Vietnam issued Official Telegram 71/CD-TTg regarding the main tasks and solutions to promote growth, control inflation, and stabilize the macroeconomy for July and the third quarter of 2024.

To be specific, in order to focus on completing institutions, laws, mechanisms, and policies to immediately resolve difficulties, and obstacles, and release resources for socio-economic development promotion, the following directions are given:

(1) Ministries, agencies, and localities:

- Complete and present to the Government of Vietnam the promulgation of Decrees for detailed regulations and issue under their jurisdiction Circulars and guiding documents, ensuring simultaneous effectiveness with the Land Law, Housing Law, Real Estate Business Law, Pricing Law, Credit Institutions Law...

- Focus on reviewing and proposing solutions to handle mechanisms, policies, and legal regulations that are conflicting, overlapping, inadequate, or impractical, thoroughly resolving difficulties and obstacles to promptly amend and supplement documents under their jurisdiction; propose to the Government of Vietnam and the Prime Minister of Vietnam to amend and supplement documents within their authority and report to the Steering Committee for review and resolution of obstacles in the legal document system to aggregate and propose to the Government of Vietnam to report to the National Assembly regarding the difficulties and bottlenecks needing resolution at the legal level.

- Accelerate reforms, cut down, and simplify administrative procedures, digital transformation, improve the business investment environment to alleviate difficulties, create favorable conditions, and reduce compliance costs for citizens and enterprises; focusing on thoroughly resolving issues related to value-added tax refunds, fire prevention, and control, and traceability...

- Finalize and present to the Government of Vietnam the scheme on arranging district and commune-level administrative units for the 2023 – 2025 period, ensuring completion before September 30, 2024, to prepare for the Communist Party Congress at all levels for the 2025 – 2030 term.

(2) The Ministry of Justice (Hanoi, Vietnam) shall aggregate reports from ministries, agencies, and localities on the review of legal documents, identifying difficulties and bottlenecks needing attention at the legal level to propose to the Government of Vietnam to report to the National Assembly at the 8th Session, 15th National Assembly for consideration and issuance of appropriate and effective documents to immediately address legal inadequacies and obstacles in practice, hindering development.

(3) The Ministry of Planning and Investment (Hanoi, Vietnam) shall direct the General Statistics Office to urgently build a National Statistical Database per Decision 1627/QD-TTg dated December 15, 2023, by the Prime Minister of Vietnam.

In addition, strengthen administrative discipline and order; strictly implement the working regulations of the Government of Vietnam and the directives of the Prime Minister of Vietnam.

Ministries, agencies, and localities should base on their assigned functions, tasks, and powers to actively and proactively execute the tasks assigned by the Government of Vietnam and the Prime Minister of Vietnam, especially the projects in the working programs of the Politburo, Secretariat, and the working programs of the Government of Vietnam and the Prime Minister of Vietnam; urgently complete overdue projects, and promptly address the backlog of assigned tasks. Enhance the effectiveness of coordination between Ministries, agencies, and localities, ensuring prompt, synchronized, tight, and effective action. Increase inspection and supervision of public service; resolutely rectify and overcome the situation of evasion and pushing responsibilities among a section of officials and public employees.
