Regarding this issue, LawNet would like to answer as follows:
On September 21, 2023, the Government issued Resolution 149/NQ-CP promulgating the Government's Action Program to implement Directive 23-CT/TW in 2023 of the Party Central Committee Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation.
Specifically, to strengthen leadership, direction, inspection, and urging to strictly implement the Party's policies and guidelines and the State's policies and laws on ensuring traffic order and safety, the Government has proposed key tasks and solutions as follows:
- Creating strong and positive changes in ensuring traffic order and safety; persistently building a culture of law observance and civilized behavior when participating in traffic; continuing to reduce traffic accidents; basically limiting traffic congestion; and being clearly identified in the annual and long-term work programs of ministries, branches, and localities.
- Tightening order and discipline, strictly handling all violations of traffic laws by traffic participants and people in charge of state traffic management.
Promptly prosecuting traffic accidents with signs of crime, investigating them, and handling them strictly; at the same time, clearly identifying the causes of traffic accidents to have effective prevention solutions.
- Any act of intervention or influence in the handling of traffic law violations by the authorities is strictly prohibited.
- Changing thinking, awareness, methods, and new and more drastic ways of doing things in leadership, management, administration, organization, and implementation of all levels and sectors to ensure traffic order and safety. Determining that ensuring traffic order and safety is a driving force for socio-economic development and an important element in ensuring human security, political security, social order, and the safety of the country.
In addition, responsibilities are assigned to ministries, departments, branches, and People's Committees of provinces and centrally-run cities in implementing the above contents, specifically:
- Ministries, departments, branches, People's Committees of provinces, and centrally run cities:
+ Continue to synchronously deploy solutions to ensure traffic order and safety, continue to reduce traffic accidents, and basically limit traffic congestion; Require officials, civil servants, and public employees to be exemplary and actively encourage their families and relatives to strictly comply with regulations on ensuring traffic order and safety; fight and criticize violations of traffic order and safety; Compliance with laws on traffic order and safety is a standard for evaluating the annual work results of agencies, units, and officials, as well as civil servants and public employees;
+ Continue to review and consolidate the organizational apparatus of agencies with functions and tasks to ensure traffic order and safety in the direction of reducing focal points, streamlining staffing, improving effectiveness, and overcoming overlapping functions and tasks; Regularly evaluate and improve the operational efficiency of inter-sectoral coordination organizations in the field of ensuring traffic order and safety;
+ Pay attention to investing in budget, facilities, vehicles, and conditions to ensure work for forces directly tasked with ensuring traffic order and safety;
+ Training and improving professional qualifications for specialized forces and forces participating in rescue and overcoming the consequences of traffic accidents with sufficient qualities, capacity, and qualifications to meet the requirements of the task of ensuring traffic order and safety;
+ People's Committees of provinces and centrally run cities advise the Provincial Party Committee and City Party Committee to direct party committees, party organizations, authorities, and the Vietnam Fatherland Front, local socio-political organizations, to thoroughly grasp and concretize the Party's policies for the work of ensuring traffic order and safety; it is included in the programs and plans to implement political tasks of localities and units; focus on leading, directing, and organizing strict and effective implementation;
Strengthen inspection and supervision, detect and handle promptly and strictly, and publicize the results of handling party organizations, officials, and party members who violate policies, Party guidelines, State policies and laws in the field of transportation or failure to fully implement assigned responsibilities, tasks, and powers.
- National Traffic Safety Committee
+ Review and evaluate the implementation of tasks to ensure traffic order and safety by ministries, branches, central agencies, and organizations whose leaders are members of the National Traffic Safety Committee and Traffic Safety Committees of provinces and centrally run cities in the online conference of the National Traffic Safety Committee with Traffic Safety Committees of provinces and cities; synthesize and report to the Prime Minister;
+ Regularly monitor and synthesize reports to direct and advise the Prime Minister to direct ministries, branches, and localities in implementing interdisciplinary solutions to ensure traffic order and safety;
Coordinate with ministries, branches, unions, and localities to evaluate, praise, and replicate self-management models to ensure traffic order and safety; recommend that the Prime Minister praise and reward localities that do well; Criticize and review localities to increase traffic accidents.
