Regarding this issue, LawNet would like to answer as follows:
On December 15, 2023, the Prime Minister issued Directive 30/CT-TTg strengthening measures to ensure a joyful, healthy, safe, and economical Lunar New Year 2024.
Specifically, the Prime Minister requested the Ministry of Transport to preside over and coordinate with ministries, branches, and localities to implement the following key contents:
- Strengthen regulation and organize strict management of transportation activities to serve the travel needs of people during the Lunar New Year; do not allow people to delay returning home to celebrate Tet due to a lack of transportation; strengthen inspection of the implementation of the declaration and posting of transport fares and train ticket prices, according to regulations; Organize smooth transportation of goods before, during, and after Tet, especially in remote areas, ethnic minority areas, and islands.
- Strengthen inspection and control of the quality and technical safety of vehicles participating in traffic; take measures to prevent the illegal transportation of flammable and explosive goods, dangerous goods, products, livestock, and poultry of unknown origin without medical quarantine certificates on means of transport.
- Effectively implement solutions to curb and minimize traffic accidents and overcome traffic congestion, especially routes connecting Hanoi, Ho Chi Minh City, major traffic hubs, and festival areas. Enhance security and order at airports, railway stations, bus stations, and tourist attractions and festivals. Require transport units to comply with traffic rules and prevent accidents on steep mountain passes and at railway crossings.
Regularly check and prevent drivers from violating alcohol and drug levels, carrying too many people, and increasing ticket prices illegally; strictly handle violations.
Strengthen conditions to ensure rescue when incidents or accidents occur and prevent traffic jams at toll stations.
- Coordinate with media agencies to propagate Tet transportation service plans; Public announcement of the Work Plan to serve people's travel needs; and hotline numbers of relevant agencies and units in the transportation sector to receive and process feedback from passengers and people.
During the Lunar New Year 2024, the State Bank of Vietnam presides and coordinates with ministries, branches, and localities to perform the following tasks:
- Actively monitor developments and the domestic and world economic situation to operate monetary policy proactively, flexibly, promptly, synchronously, and closely coordinate with fiscal policy and other macroeconomic policies to contribute to macroeconomic stability, giving priority to growth and stabilizing the monetary market, foreign exchange, and banking systems.
Strengthen inspection, examination, and supervision of the activities of credit institutions and foreign bank branches, ensuring system safety.
- Direct credit institutions to meet the demand for credit capital to serve the production and business development of people and businesses at the end of the year and the beginning of the year; Direct credit to production and business sectors, priority sectors, and economic growth drivers, and control credit for potentially risky sectors.
- Well organize the work of regulating and supplying cash, meeting the cash needs of the economy in both value and par value structure; ensuring the security and safety of the Treasury; Direct the credit institution system to well organize foreign exchange, collection, and exchange services to serve the needs of foreign tourists; Closely coordinate with competent authorities to strengthen inspection, promptly detect, and strictly handle violations in buying and selling foreign currency and gold and making money exchanges not in accordance with the law.
- Well organize the provision of payment services through the National Interbank Payment System.
Direct payment service providers to ensure liquidity and provide smooth, stable, safe, and effective payment services, meeting increased payment demand before and during the Lunar New Year.
Strengthen network security supervision and deploy necessary technical measures and personnel arrangements to ensure the safe operation of payment systems and related systems.
