Directive 19/CT-TW passed by the Central Government on November 18, 2022, on organizing the Year of the Cat in 2023 stipulates the following content for officials:
- Implement well-defined social security policies, promote the tradition of great solidarity and the spirit of "mutual love" of the nation, and take care of the material and spiritual lives of the people, ensuring that every home and everyone has the conditions to enjoy spring and celebrate Tet.
Pay attention and care for policy families, people in difficult circumstances, poor households, and people in localities damaged by natural disasters and epidemics, remote, border, island, ethnic minority, and mountainous areas;
Workers and laborers working in economic zones, industrial parks, and export processing zones, especially those who have lost their jobs.
Organize well the visits and New Year wishes to war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, veteran revolutionary cadres, Vietnamese Heroic Mothers, notables, intellectuals, writers, and artists, prestigious people among ethnic minorities, prominent religious dignitaries, armed force units, and standing forces on duty during Tet days, especially in borders, islands, difficult areas, and areas with complex political security, social order, and safety.
- Carry out well the management and organization of festivals according to regulations; ensure that festival activities, spring fun, traditional day celebrations, year-end conferences, year-end meetings, tree-planting Tet... are practical, safe, economical, consistent with the civilized lifestyle, cultural traditions of the nation, and good customs and practices of each locality.
Local leaders, based on the practical situation, decided to organize fireworks displays to celebrate the New Year 2023 and the Lunar New Year of the Cat appropriate to local conditions and capabilities, ensuring safety and savings, and not using the state budget.
- Do not organize visits and New Year wishes for superiors and leaders at all levels;
No delegation from the Central Government will be organized to visit and wish New Year to party committees and authorities of provinces and cities;
It is strictly forbidden to give or give Tet gifts to leaders at all levels in any form;
Only attend temple ceremonies and festivals when assigned;
Do not participate in superstitious activities; do not use state budgets, means, or public assets against regulations. Officials and party members, especially heads of party committees and organizations, must truly set an example in celebrating spring and celebrating Tet in a healthy, safe, and economical manner.
- Closely inspect and supervise, ensure good food safety, environmental sanitation, disease prevention and control, especially COVID-19, influenza, dengue fever, monkeypox...
Strengthen market forecasting and management, stabilize prices, ensure balance between supply and demand of goods and services, and ensure gasoline and essential goods;
Promptly detect and strictly handle all acts of commercial fraud, production and trading of counterfeit goods, poor quality goods, speculation, hoarding, and abnormally high prices of goods to gain illegal profits.
Proactively have plans to ensure adequate means of transporting goods and serving our people and overseas Vietnamese returning home from abroad to celebrate Tet, traveling conveniently and safely. Have specific plans; arrange for officers and staff to be on duty during Tet; promptly handle and effectively resolve all tasks and situations that arise; Strictly implement the information and reporting regime during holidays;
Urgently return to normal work after the holidays, striving to complete tasks right from the first months of the year.
- Focus on ensuring national defense, security, order, social safety, and cyberspace safety.
Proactively prevent, detect early, and be ready with plans to prevent and effectively handle complicated situations that occur, not being passive or surprised;
Firmly protect the independence, sovereignty, and territorial integrity of the Fatherland.
Strengthen effective prevention and combat measures against all types of crimes, law violations, and social evils;
Strictly handle violations and absolutely protect the safety of targets, key projects, political, foreign affairs, cultural, and social events of the country.
Strengthen patrol, control, and ensure traffic order and safety;
Fire prevention. Strictly comply with regulations on the management and use of fireworks and explosives.
- Party committees, party organizations, authorities, Fatherland Front, and socio-political organizations complete the summary of work in 2022 before January 10, 2023 (priority is given to organizing online conferences, only in person when necessary) to focus on directing the implementation of political tasks in 2023 and taking care of Tet for the people;
Seriously grasp and organize the effective implementation of Directive 19/CT-TW in 2022, contributing to the successful implementation of all proposed tasks.
- The Central Propaganda Department presides over and coordinates with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism, the Ministry of Health, and relevant agencies to direct, guide, and strengthen propaganda about the country's achievements, activities to celebrate the Party, celebrate Spring, cultural activities, sports, and festivals during Tet;
Raise people's self-awareness by implementing regulations on traffic safety and the use of fireworks and explosives;
Disease prevention and control;
Actively fight against false and distorted information and opinions, defeating all sabotage plots by hostile forces.
