The Prime Minister issued Directive 22/CT-TTg in 2022 on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2023 in Vietnam.

The Prime Minister directs agencies and units on a number of specific issues such as:
Specifically, the Prime Minister requests ministries, agencies, units, and localities to perform the following tasks:
- Thoroughly grasp and organize the strict implementation of Directive 19-CT/TW dated November 18, 2022, of the Secretariat and Directive 22/CT-TTg of 2022;
Promote the responsibility of the leader; be ready to respond to all situations; create conditions for businesses to stabilize and maintain production and business activities, striving to achieve the highest level of set goals and targets; strictly inspect and supervise, ensure food safety, environmental sanitation, prevent COVID-19, influenza, dengue fever, monkeypox, etc.
Closely monitor price and market developments, strengthen analysis and forecasting, promptly take appropriate management measures, and control inflation, especially at the end of the year;
Organize and assign Tet duties; direct agencies, units, organizations, and businesses in the area to proactively arrange production and business plans; strictly implement reporting and Tet duties to ensure smooth operations during the Lunar New Year. Complete the summary of work in 2022 before January 10, 2023 (priority is given to organizing online conferences, only in person when necessary).
- Agencies in the state administrative system strictly enforce the prohibition of organizing visits and New Year wishes to superiors and leaders at all levels;
No delegation from the Central Government will be organized to visit and wish New Year to party committees and authorities of provinces and cities;
Strictly forbidden to present and give Tet gifts to leaders at all levels in any form;
Do not use state budgets, means, or public assets against regulations;
Do not participate in superstitious activities; Only attend temple ceremonies and festivals when assigned.
- Organize well the visits and New Year wishes to war invalids, families of martyrs, families with meritorious services to the country, veteran revolutionary cadres, Vietnamese Heroic Mothers, notables, intellectuals, prestigious people among ethnic minorities, prominent religious dignitaries, armed force units, and standing forces on duty during Tet, especially at the border, islands, difficult areas, and areas with complex political security, social order, and safety.
Implement well-defined social and security policies, promote the tradition of great solidarity and the spirit of "mutual love" of the nation, take care of the material and spiritual lives of the people, and ensure that everyone has the opportunity to enjoy Spring and celebrate Tet.
- Strengthen thorough understanding, direction, detection, prevention, and strict handling of acts that cause harassment and trouble for businesses and people in handling work; strengthen measures to prevent negativity and corruption in public service activities.
Immediately after the Tet holiday, agencies, organizations, and units urgently focus on work without letting delays affect production and business activities, striving to complete tasks right from the first months of the year. .
The Government requests the Ministry of Finance to preside and coordinate with ministries, branches, and localities:
- Closely monitor price and market developments, especially essential consumer goods and services and items subject to price stabilization; promptly direct and take measures to strictly handle violations of the law on Price according to authority. If necessary, promptly report to the Head of the Price Management Steering Committee any problems that arise, affecting the price level and macroeconomic stability.
- Closely coordinate with authorities to strengthen inspection and control to prevent and combat smuggling, trade fraud, and trade in counterfeit and poor quality goods, especially at the end of the year and Lunar New Year;
Focus on inspection and strict patrols at key routes and areas. Smuggled and counterfeit goods tend to increase during Tet (such as explosives, firecrackers, weapons, goods that violate the environment, cigarettes, alcohol, poultry, food, etc.).
- Strictly control state budget revenues and expenditures, public debt, and public assets; timely release national reserve goods in accordance with regulations to ensure social security, especially in areas affected by natural disasters, storms, and floods, so that people do not suffer from hunger during the Lunar New Year.
