On April 19, 2023, the Prime Minister issued Directive 10/CT-TTg on strengthening the work of ensuring road traffic order and safety in the new situation.

To strictly forbid officials and party members from interfering with the handling of traffic violations in Vietnam

Among the key tasks and solutions to strengthen the work of ensuring road traffic order and safety, the Prime Minister requested the ministries; committees, branches, and local authorities at all levels direct and organize the implementation of the following tasks and solutions:

- It is strictly forbidden for officials and party members to interfere with and influence the handling of traffic law violations by authorities;

- It is strictly forbidden for functional forces to "slack", to ignore, in handling violations in any form.

- All cadres and party members who violate traffic laws must be notified to agencies and units for strict handling according to the regulations of the Party, each branch, agency, or unit.

- Resolutely prosecuting, investigating, and strictly handling traffic accidents with signs of crime and objects of resistance against official duty enforcers in accordance with law.

- Tightening discipline and improving the effectiveness and efficiency of state management of traffic safety assurance.

- Strengthening inspection, examination, investigation, and strict handling of law violations, violations, and negative actions of state management agencies on traffic, traffic law enforcement forces, local authorities, and other forces related to investment in construction and management of traffic safety corridors (traffic safety).

- In the process of handling traffic law violations, the law must be absolutely respected, "no restricted areas, no exceptions", all violations of traffic safety regulations must be strictly handled according to the regulations of the law.

In particular, consider and handle the responsibilities of the heads of the Party Committees and local authorities if the traffic safety situation is complicated in the area due to a lack of leadership, direction, inspection, examination, and supervision or inadequate performance of responsibilities within the scope of management.

All traffic accidents that cause particularly serious consequences must be considered, individualized, and handled by the collectives and individuals involved.

To request that the Ministry of Public Security of Vietnam strengthen the propaganda and dissemination of traffic laws

Specifically, the Prime Minister of Vietnam requested the Ministry of Public Security to strengthen propaganda and dissemination of traffic laws with the following work contents:

(i) Coordinating with the Vietnam Television Station to open propaganda columns on traffic safety on VTV channels, giving priority to propaganda in "golden time frames", general living hours to reach all classes of people;

(ii) Coordinating with Voice of Vietnam, especially traffic VOV, to strengthen propaganda to warn of and prevent traffic accidents on dangerous hilly roads, especially on days when the weather is not safe—it rains, it's slippery, it's foggy;

(iii) Cooperating with the education sector to promote propaganda, dissemination, and education of traffic laws and training of safe traffic skills for pupils and students; having school organizations, parents, and students sign a commitment to obey the law when participating in traffic; building and replicating models to ensure traffic safety in school areas;

(iv) Basic investigation, propaganda, and mobilization of transport business organizations and individuals to sign a commitment to obey the traffic law and proactively ask drivers to commit to obeying the traffic law. Coordinating with local employers in propagating and mobilizing business owners and employees to sign commitments to abide by traffic laws.
