To strictly comply with the regulations on removing physical household registration books and temporary residence books in Vietnam is the notable point specified in Resolution 50/NQ-CP Government meeting with localities and Regular Government Meeting in March 2023.

The Government of Vietnam requires the following:

Strictly complying with the regulations on removing physical household registration books and temporary residence books in Vietnam

The Government requests relevant ministries and agencies to urgently issue legal documents according to the provisions of Decree 104/2022/ND-CP in order to strictly implement the regulations on removing the paper household registration number and the paper temporary residence book, providing complete and consistent guidance on the use of residential data and personal identification numbers in handling administrative procedures for people according to the provisions of the Law on Residence 2020 and guiding documents.

Researching and proposing the reduction of value-added tax in Vietnam 2023

The Ministry of Finance shall assume the prime responsibility for, and coordinate with agencies and localities in:

- Implementing the expansionary fiscal policy reasonably, with focus, ensuring efficiency, and focusing on supporting businesses and people to reduce cost pressure, boost production, attract investment, and reduce output prices in order to control inflation. Developing and reporting to the Prime Minister before April 15, 2023, on the overall plan for operating fiscal policy in the current situation.

- Strictly managing revenue sources; continuing to implement solutions to collect correctly, fully, and promptly; expanding the revenue base, especially from e-commerce and digital platforms; fighting against tax loss; thoroughly saving expenses, especially recurrent expenses; and cutting down on expenses that are not really urgent.

- Submitting to competent authorities before April 15, 2023, for consideration and implementation of solutions on exemption, reduction, extension, postponement, extension of taxes, fees, charges, land rent, and land use levy applied to 2023 (in which the research and proposal also include the reduction of value-added tax).

- Finalizing the plan on using sources to increase state budget revenue in 2022 in accordance with the direction of the Standing Government.

- Expeditiously handling the issue of VAT refund for businesses; soon amend the Law on Corporate Income Tax to put corporate income tax incentives for small and medium enterprises into practice.

- Continuing to review, monitor, and evaluate Decree 08/2023/ND-CP and promptly report to the competent authorities solutions to remove new arising problems in the corporate bond market in order to appropriately and effectively handle existing problems and limitations in accordance with the law.

- Researching and urgently proposing amendments and supplements to the financial autonomy mechanism of public non-business units; coordinating with ministries and agencies to perfect mechanisms, policies, and laws to promote autonomy of public non-business units; and socializing public services in eligible fields.

Completing the plan to adjust the average retail price of electricity in accordance with the new price bracket in Vietnam

The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with agencies and localities in:

- Ensuring the supply of petrol and oil for the domestic market in all situations and managing petrol and oil prices according to regulations; urgently submit to the Government the Decree amending Decree 95/2021/ND-CP and Decree 83/2014/ND-CP on petrol and oil trading.

Finalizing the plan to adjust the average retail price of electricity in accordance with the new price bracket and according to the provisions of law.

- Continuing to support localities to promote e-commerce development. Propagating and strengthening consumption policies, stimulating domestic consumption demand, and effectively exploiting the domestic market. Strengthen market management and fight against smuggling, commercial fraud, and counterfeit goods.

- Continuing to expand and diversify export markets towards new and potential markets such as India, Africa, the Middle East, Latin America, Eastern Europe, etc. to promote effective exploitation of Free Trade Agreements (FTAs) and promote negotiation and signing of new FTAs.

Facilitating and enhancing digital transformation by granting preferential C/O certificates of origin, supporting businesses to take advantage of commitments in FTAs.

Focusing on innovating and strengthening trade promotion activities.

Promoting the development of logistics services, reduce costs, improve the competitiveness of Vietnam's export goods.
