On March 8, 2024, the General Department of Vocational Education issued Official Dispatch 395/TCGDNN-VP on strengthening vocational education communication in 2024.

To strengthen vocational education communication in Vietnam in 2024

Specifically, to effectively implement the tasks and solutions for vocational education development outlined in Resolution 01/NQ-CP dated January 5, 2024 by the Government on the tasks and key solutions for implementing the socio-economic development plan and state budget estimate for 2024; Decision 2239/QD-TTg dated December 30, 2021 by the Prime Minister approving the Vocational Education Development Strategy for the period 2021-2030, with a vision to 2045; Decision 2222/QD-TTg dated December 30, 2021 by the Prime Minister approving the Digital Transformation Program in vocational education until 2025, with a vision to 2030; Decision 73/QD-TTg dated February 10, 2023 by the Prime Minister approving the vocational education network planning for the period 2021-2030, with a vision to 2045, and the programs and projects approved by the Government and the Prime Minister; the General Department of Vocational Education proposes the Departments of Labor, Invalids and Social Affairs, and vocational education institutions to:

(1) Prioritize the strengthening of vocational education communication to enhance the enrollment process, especially for college and intermediate levels in 2024, according to Decision 534/QD-LDTBXH dated May 7, 2021, by the Minister of Labor, Invalids, and Social Affairs issuing the Communication Plan for vocational education for the period 2021-2025, and Decision 270/QD-TCGDNN dated June 18, 2021, by the Director General of the General Department of Vocational Education on the establishment and development of vocational education communication space, forming a vocational education communication ecosystem for the period 2021-2025.

(2) Coordinate with relevant sectors, localities, press, and media agencies to promptly grasp public opinions; proactively provide accurate and objective information to press and media agencies through various forms. Proactively grasp, analyze, and coordinate timely information feedback according to the provisions of the Press Law to provide readers with truthful and objective information about vocational education activities.

Strengthen and improve the quality of information and propaganda work on mass media and popular social media platforms to disseminate timely, comprehensive, and appropriate information to each target group in society; ensure unity and create a connected and shared environment between management agencies, vocational education institutions, labor users, families, and learners; gradually form a vocational education communication ecosystem with the participation of the political system, government at all levels, training institutions, learners, labor users, and the community... At the same time, take charge of coordinating with relevant agencies to implement propaganda work through the information system. Continue to maintain communication activities, promote the image and value of vocational education in public places, industrial zones, and densely populated areas according to the guidance in Decision 270/QD-TCGDNN dated June 18, 2021, by the Director General of the General Department of Vocational Education.

(3) Organize and actively participate in vocational education events and activities such as Enrollment and Career Counseling Day, Vietnam Labor Skills Day on October 4, Vietnamese Teachers' Day on November 20; programs, competitions, awards, and titles to honor learners, teachers, vocational trainers, management officials, skilled workers, and organizations with achievements and contributions to vocational education and skill development.

In these activities and events, it is necessary to integrate the use and promotion of the symbols Skilling Up Vietnam and Worldskills Vietnam, which were issued by the Minister of Labor, Invalids, and Social Affairs in Decision 1071/QD-LDTBXH dated September 27, 2021, as well as the messages of vocational education: "Vocational Education: Practical Learning - Practical Application - Entrepreneurial Foundation, Bright Future"; "Skills for a brighter future"; "A bright future with vocational education"; "Accompanying the elevation of Vietnam's labor skills"...

(4) Continue reviewing, updating, and supplementing the database on vocational education enrollment on the "Chọn nghề" application (http://cnchonnghe.gdnn.gov.vn) and the vocational education enrollment information page (http://tuyensinh.gdnn.gov.vn); the vocational education diploma lookup page (www.vanbang.gov.vn and www.vanbang.gdnn.gov.vn):

- The Department of Labor, Invalids, and Social Affairs directly guides and urges vocational education institutions in the area to regularly review, update, supplement, and improve the data and information of the institutions; promptly detect any inaccuracies or errors and request vocational education institutions to make the necessary corrections in accordance with regulations; and, at the same time, report to the General Department of Vocational Education for appropriate handling measures.

For vocational education institutions that have been merged or dissolved: kindly request the respective departments to send notifications to the General Department of Vocational Education to delete the information and data from the system.

- Vocational education institutions are urged to promptly complete the review, update, supplement, and improve the data and information of the institutions on the vocational education database system, the "Chọn nghề" application, and the vocational education enrollment information page (both in Vietnamese and English): update information on vocational education operation registration, training addresses, enrolled professions, etc.; the vocational education diploma lookup page.
