On January 26, 2024, the Ministry of Agriculture and Rural Development issued Official Dispatch 783/BNN-KN on strengthening the implementation of aquatic resource regeneration in 2024.

Specifically, in recent years, the work of regenerating aquatic resources has continued to be maintained and implemented in most localities across the country contributing to supplementing and restoring aquatic resources, including many endangered, precious, rare, and high-value aquatic species. To continue to maintain and perform well the regeneration work while aiming to celebrate the 10th anniversary of the launch of the Vietnam Fisheries Surveillance Force (April 15, 2014–April 15, 2024) and the 65th anniversary of the traditional day of Vietnam's fisheries industry (April 1, 1959–April 1, 2024), the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and centrally-run cities to direct relevant departments and branches in the province to strengthen the implementation of aquatic resource regeneration, which focuses on implementing the following contents:

- Effectively organize stocking activities to regenerate aquatic resources, focusing on organizing on the occasion of the 65th anniversary of the traditional day of the Vietnamese Fisheries Industry (April 1, 2024). Stocking activities to regenerate aquatic resources must ensure: (1) selection of stocking areas is water areas suitable to the characteristics of the species; (2) releasing native aquatic species, economically valuable species, endangered, precious, and rare species at risk of extinction that have been successfully artificially reproduced; (3) do not release alien species or alien species that are at risk of being invasive or invasive; (4) Stocking techniques are guaranteed to comply with requirements and instructions.

- Strengthen propaganda to raise awareness and a sense of responsibility among organizations and individuals in protecting, regenerating, and developing aquatic resources through local media channels such as: newspapers, radio, loudspeakers in residential clusters, propaganda collaborators, etc.

- Allocate funds and mobilize resources from agencies, organizations, associations, seafood industry associations, enterprises, community residents, monks, and Buddhist followers to participate in the activities of seed stocking for the regeneration of aquatic resources, gradually socializing this work.

- Continue to develop and implement plans to coordinate with the Executive Board of the Buddhist Sangha of provinces and cities in the field of releasing fish, regenerating fish, and protecting aquatic resources. On peak occasions, people practice releasing animals (such as Ong Cong and Ong Tao days, the full moon day of the first lunar month, Buddha's birthday, the Yulan Festival, etc.) and increase the propaganda and dissemination of regulations on stocking and regenerating aquatic resources so that monks, nuns, Buddhists, and other people can both practice their beliefs and contribute to the regeneration and development of aquatic resources.

- Establish points for releasing aquatic species and releasing concentrated regenerative seeds in the province to facilitate people's practice of releasing aquatic species effectively and meaningfully for the regeneration of aquatic resources.

- Strengthen patrol, inspection, and control activities before, during, and after stocking sessions to ensure effective regeneration of aquatic resources. Continue to implement Directive 01/1998/CT-TTg dated January 2, 1998 of the Prime Minister on prohibiting the use of explosives, electric pulses, and toxic substances for aquatic exploitation; Resolutely handle violations in the field of aquatic resource protection, prevent and stop the use of banned fishing gear, prohibited occupations, violations of prohibited areas, and exploitation of species on the prohibited list; Strengthen inspection, examination, and handling of violations in the field of aquatic resource protection.
