On March 28, 2024, the Ministry of Education and Training issued Official Dispatch 1421/BGDDT-GDTrH on strengthening state management in implementing integrated programs and linking with foreign countries in educational institutions.

Specifically, in the context of internationalization of education as a global trend, Vietnam has always promoted international cooperation in education; cooperation and investment from foreign countries in the field of education have been implemented for many years, as regulated in the Education Law 2019 and specified in the decrees of the Government. State management agencies have created conditions for organizations, individuals, and economic entities to participate in foreign cooperation and investment in the field of education and training, achieving positive results; providing learning opportunities for learners, and contributing to improving the quality of education and training.

However, through inspections and understanding the situation in some localities, it is found that there are instances where the organization and implementation of foreign cooperation and investment in certain educational institutions do not comply with legal regulations, affecting the legitimate rights of learners and posing high risks.

To enhance the effectiveness of state management in foreign cooperation and investment in the education sector, the Ministry of Education and Training proposes that Departments of Education and Training implement the following:

- When consulting, receiving, appraising documents on the establishment, permitting the operation of educational institutions; integrated educational programs; educational cooperation, and training with foreign countries, educational institutions must comply with the legal regulations on procedural sequence, conditions of infrastructure, teaching staff, programs, textbooks, legal entities, and other related factors as prescribed.

- Require educational institutions implementing integrated education programs and educational cooperation and training with foreign countries to strictly implement the information and reporting regime; implement public governance regulations for educational institutions and training under the national education system as prescribed by the Ministry of Education and Training.

- Review all educational institutions currently implementing integrated education programs and educational cooperation and training with foreign countries in the area, ensuring compliance with legal regulations. In cases of non-compliance, timely handling must be carried out. Develop plans and organize inspections and audits with a focus on addressing violations (if any).

- Coordinate with relevant agencies to organize propaganda activities and raise awareness for parents and students; advise parents and students to thoroughly understand the benefits of participating in investment capital and the forms of tuition payment, as well as the potential risks when participating in these mechanisms and forms.
