In order to ensure order and safety of railway traffic, to serve people's travel needs well, to ensure order and safety of railway traffic, and to prevent and control the COVID-19 epidemic on the occasion of the New Year, the Lunar New Year, and the Spring Festival of the Rabbit in 2023, the Vietnam Railways Department respectfully requests the relevant agencies to direct the relevant units to implement the following contents:

- Continue to collaborate closely with the Vietnam Railway Administration and the Vietnam Railway Corporation in order to implement Decision 1534/QD-BGTVTon November 21, 2022, on the promulgation of a work plan to meet people's travel needs while maintaining traffic order and safety during the New Year, Lunar New Year, and Lunar New Year Festival 2023 in Vietnam.

- Strengthen the organization and coordination of an effective link between road passenger and cargo transport enterprises and passenger and freight rail transport at railway stations in the area to serve passenger transport to ensure quality and traffic safety, in collaboration with COVID-19 epidemic prevention and control directed by the government, the ministry of health, and competent agencies.

- Strengthen the propaganda, dissemination, and education of the law on railway traffic order and safety within the management area, particularly the provisions of the law on railway traffic safety, traffic participation rules at crossroads, and regulations ensuring traffic order and safety at intersections of roads and railways.

Implement the work contents in accordance with Decree 65/2018/ND-CP and Decision 358/QD-TTg, both dated March 10, 2020. paying special attention to the following:

+ Review, adjust, and supplement in time the missing, lost, or damaged road signs at the crossroads; build stop lines, humps, and speed bumps under the responsibility of the management agency or unit at areas or locations of road-railway intersections with a high risk of accidents.

+ Strengthen the organization of guarding, guarding at intersections, especially the self-opening passages with high risk of unsafety that cannot be fenced or closed; Create a smooth, flat surface for self-opening walkways with a high risk of unsafetiness; ensure clear vision on both sides of the road and railway at road and railway intersections; and connect road and railway signals at national highway crossings under their management.

+ Actively coordinate with the Railway Inspectorate and railway and road enterprises in the area to strengthen inspection of the safety conditions of railway and road infrastructure and prevent traffic jams at road and railway intersections. Strictly handle violations of the law on railway traffic order and safety.

- Strengthen the police force, conduct traffic inspections, and collaborate closely with the functional forces of railway enterprises to ensure security and order, as well as to solve and overcome railway traffic accidents and incidents.
