HCMC People's Committee issued Directive 05/CT-UBND in 2023 on strengthening labor safety and hygiene in the area
The Chairman of the City People's Committee requested heads of governments at all levels, agencies, units, and businesses to raise awareness of positions and roles and the importance of occupational safety and hygiene, focusing on effectively implementing the following:
For the Department of Labor, War Invalids, and Social Affairs:
- Preside and coordinate with City departments, branches, and People's Committees of districts and Thu Duc city to effectively implement the Law on Occupational Safety and Hygiene, Decree 39/2016/ND-CP of the Government and related guiding documents; Implement inspections, tests, and investigations of occupational accidents in accordance with regulations; improve the quality of State management of occupational safety and hygiene; Strengthen the ability to analyze, forecast, and promptly update the situation of occupational safety and hygiene; Organize propaganda with specialized thematic publications in many rich, diverse, and appropriate forms to serve promptly and meet the set requirements in the direction and administration of the City People's Committee and all levels and branches.
- Continue to implement Coordination Regulation 32902/SLDTBXH-CA-VKSND 2018 of the Department of Labor, War Invalids and Social Affairs, City Police, and City People's Procuracy in the investigation of occupational accidents; Based on practical implementation, regularly review, amend, and supplement the content of regulations in accordance with the practical situation of the locality and ensure effective coordination of agencies participating in occupational accident investigations.
- Preside and coordinate with relevant units to strengthen inspection, examination, resolve complaints and denunciations, and handle violations of laws on occupational safety and hygiene; Timely reward groups and individuals with outstanding achievements in performing tasks, replicating advanced examples in ensuring occupational safety and hygiene in the City.
- Consolidate and ensure the payroll for the labor inspection agency is consistent with the actual number of businesses in the City to ensure the implementation of inspection and examination of occupational safety and hygiene and the investigation of occupational accidents according to regulations.
**For the Department of Construction
- Propagate and guide the implementation of legal documents on occupational safety and hygiene in construction works in the City. Require businesses, organizations, and individuals participating in construction activities in the City to self-inspect safety procedures on occupational safety and hygiene management in construction works.
- Coordinate with the People's Committee of districts and Thu Duc city to strengthen inspection and examination of occupational safety and hygiene at construction works; which pays attention to individual housing construction projects and private contractors without legal entities; resolutely handle violations; and suspend construction for contractors who do not comply with regulations on labor safety in construction projects.
- Preside over organizing the investigation and assessment of causes of construction machinery and equipment incidents; Assess the cause of incidents causing construction collapse or partial collapse of construction causing unsafe labor. Consider and decide to stop or suspend use of machines and equipment; stop or temporarily stop construction for construction items, parts, or the entire construction, depending on the level and scope of the impact of the incident. Handle the responsibilities of relevant parties according to the provisions of the law.
