Regarding this issue, LawNet would like to answer as follows:

On January 9, 2024, the Ministry of Finance issued Directive 01/CT-BTC on strengthening management, administration, and price stabilization during the Lunar New Year 2024.

To strengthen invoice management during the Lunar New Year 2024 in Vietnam

Specifically, implementing the direction of the Government and the Prime Minister, Deputy Prime Minister Le Minh Khai - Head of the Price Steering Committee, on focusing on controlling inflation at the end of 2023 and the first months of 2024, and in order to strengthen management, administration, and stabilize market prices during the Lunar New Year of the Dragon in 2024, the Minister of Finance requests units under the Ministry, based on assigned functions and tasks, to preside over or coordinate with units inside and outside the Ministry of Finance to well perform the following tasks:

(1) Financial Inspectorate: Preside over and direct the inspection of compliance with laws on finance, accounting, prices, taxes, fees, etc., at the request of competent authorities (if any).

(2) General Department of State Reserves: Strictly control specific purchasing and selling prices of national reserve goods and import costs, export costs, and preservation costs of directly managed national reserve goods; propose and direct the timely release of national reserve goods according to the decisions of competent authorities for localities affected by natural disasters, storms, floods, epidemics, and during the Lunar New Year and border periods.

(3) General Department of Customs: Concentrate forces to do a good job of customs clearance and release of goods, avoiding congestion at border gates during Tet; Closely coordinate with Border Guard and Coast Guard forces in patrolling and controlling land and sea borders, strengthening the fight against smuggling, trade fraud, and counterfeit goods; Strengthen inspection and strict control of land border gate areas, seaports, river ports, international civil airports, international post offices, and other locations under Customs control; Develop and implement thematic plans to fight against the smuggling of key commodities.

(4) General Department of Taxation: Direct professional units and Tax Departments of provinces and centrally run cities to strengthen inspection and prevention of tax loss for businesses with high tax risks; Strengthen invoice management to prevent the situation of buying and selling invoices and using illegal invoices to legalize smuggled goods and tax evasion; promptly exchange information and coordinate with competent forces in investigating, verifying, and handling smugglers and tax cheats.

(5) State Treasury: Managing the state treasury to ensure a full and timely response to spending needs of the state budget at all levels and units transacting with the State Treasury. Direct the management of the State Treasury system to strengthen the control of state budget expenditures through the State Treasury, improve the sense of responsibility for officials and civil servants; and carry out payment control to ensure the assigned estimates, control, and payment records comply with the provisions of law.

(6) Steering Committee 389 of the Ministry of Finance: Strengthen the direction, inspection, and urging of units under the Ministry of Finance to carry out anti-smuggling, trade fraud, and counterfeit goods work according to the Plan to combat smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year Giap Thin 2024 of the National Steering Committee 389.
