On December 14, 2022, the Ministry of Industry and Trade of Vietnam issued Official Dispatch 8018/BCT-ATMT on strengthening safety and fire prevention work before, during, and after the Lunar New Year and the Lunar New Year in 2023. In there:

To strengthen fire and explosion prevention during the Lunar New Year 2023 in Vietnam

Specifically, in order to well perform the work of ensuring occupational safety and hygiene, preventing fire and explosions, and Industry and Trade sector; and strengthen the management of occupational safety and sanitation, fire and explosion prevention and control (OSH-FFire Prevention and Control) in the time before, during, and after the Lunar New Year and the Lunar New Year of the Rabbit 2023, he Ministry of Industry and Trade requests the Departments of Industry and Trade of the provinces, cities, corporations, companies, schools, and institutes under the Ministry (hereinafter referred to as units) to carry out the inspection, review, reinforce safety conditions, and prevent fire and explosion. Specifically:

1. Enterprises and units in the industry and trade sector

Inspect, review, detect early, and immediately remedy shortcomings and violations on safety and fire prevention; checking fire alarm systems, firefighting equipment, and firefighting supplies in terms of quantity and quality to ensure good operation;

Maintain and ensure a reserve of water for firefighting. Pay special attention to checking the system of equipment for electricity supply and consumption at the office; production lines have many risks of unsafety, such as electric shock, fire, explosion, and concentration of flammable goods and materials; jobs related to welding, cutting, using gas, etc.

- Maintain safe working conditions and prevent fires and explosions at the site of production, construction, or manufacturing;

Consolidate and maintain the regime of standing, protection, and increased patrols, especially at night and outside working hours (including the leader's duty), in order to detect and promptly handle incidents and fires right from the moment they arise, especially in the time before, during,  and after the Lunar New Year of the Rabbit 2023;

- Direct, guide, and inspect affiliated units to review and strengthen the implementation of legal regulations on safety and fire prevention.

2. Departments of Industry and Trade in Vietnam

To assume the prime responsibility for, and coordinate with relevant agencies of the province in, directing, encouraging, and inspecting the implementation of the law provisions on:

Occupational safety and hygiene, fire and explosion prevention and control at local, grassroots units, specifically, safety work, fire prevention, and fighting at markets, commercial centers, industrial clusters, service establishments, warehouses, production facilities, and other key works with many risks of causing unsafety, fire, and explosion in order to detect and promptly remedy deficiencies and violations in fire prevention and fighting that may lead to fire and explosion.

3. Department of Safety Engineering and Industrial Environment in Vietnam

Direct and urge the implementation of regulations on occupational safety and hygiene, fire and explosion prevention, and firefighting in industry and trade; and provide a quick report on safety, fire prevention, and control before and during the Lunar New Year of the year 2023.
