On June 26, 2024, the Government issued Resolution 98/NQ-CP on the Action Program to Implement Directive 27-CT/TW on strengthening the Party's leadership in practicing thrift and combating wastefulness in Vietnam

This is the main content in the task and solution "Strengthening state management, tightening discipline, completely implementing thrift practices, combating wastefulness, and improving the efficiency of managing and using national resources."

The details of the above-mentioned task and solution are as follows:

(1) Key tasks and solutions

  • Improve the efficiency of managing and using national resources, especially in managing and using resources, state budget, and public assets.

  • Strengthen tax administration, accelerate the tax policy reform roadmap as per the Tax System Reform Strategy to 2030 approved by the Prime Minister in Decision 508/QD-TTg in 2022.

  • Enhance the quality of forecasting work, budgeting, and appraisal of state budget revenues and expenditures; ensure progress and quality of public investment projects to enhance the efficiency of state budget utilization.

  • Formulate solutions to decisively resolve long-standing issues related to significant national projects, key projects, ODA-funded projects, low-efficiency BOT and BT projects that cause major wastage; weak commercial banks; projects halted as per conclusions of competent authorities, ensuring these assets are promptly utilized for socio-economic development.

  • Utilize land, resources, and minerals efficiently, economically, and sustainably, minimizing wastage and negative environmental impacts.

  • Improve transparency and accountability in the use of state budget, public assets, and national resources; heighten the responsibility of state management agencies, leaders for causing wastage of state budget and public assets.

  • Restructure the political system, public service units towards lean, effective, and efficient operations; strictly implement headcount reduction plans for 2021 - 2026; continue refining job positions aligned with the staffing of the public sector, saving state budget expenditures for apparatus and personnel.

  • Boost the application of science and technology, digital transformation, administrative reform, and socialization of public service provision.

  • Intensify inspection, auditing, and oversight of the Party's directives, state policies, and laws on practicing thrift and combating wastefulness, focusing on areas prone to wastage, complaints, and public concern.

  • Timely identify, prevent, and strictly handle organizations and individuals violating and causing resource wastage; closely follow conclusions and recommendations of the competent authorities and recover funds and assets for the State.

(2) Assignment of responsibilities

- Ministry of Finance:

  • Enhance tax administration, accelerate the tax policy reform roadmap as per the Tax System Reform Strategy to 2030 approved by the Prime Minister in Decision 508/QD-TTg in 2022.

  • Improve the quality of forecasting, budgeting, and appraisal of state budget revenues and expenditures.

- Ministry of Planning and Investment:

  • Propose solutions to expedite the disbursement of public investment funds.

  • Formulate solutions to decisively resolve long-standing issues with significant national projects, key projects, ODA-funded projects, BOT, and BT projects with low efficiency causing major wastage; halted projects as per conclusions of competent authorities, ensuring these assets are promptly utilized for socio-economic development (time frame 2023 - 2025).

- State Bank of Vietnam:

  • Propose a solution to handle weak commercial banks to ensure liquidity and system safety as per the Plan for "Restructuring the system of credit institutions associated with bad debt handling for 2021-2025" approved by the Prime Minister in Decision 689/QD-TTg in 2022.

- Ministry of Natural Resources and Environment:

  • Propose measures and solutions for efficient use of land, resources, and minerals, minimize wastage and negative environmental impacts.

- Ministry of Home Affairs:

  • Urge ministries, sectors, and localities to rearrange the political system, public service units towards lean, effective, and efficient operations; strictly implement headcount reduction plans for 2021 - 2026; continue refining job positions aligned with the staffing of the public sector, saving state budget expenditures for apparatus and personnel.

- Government Inspectorate and inspectors of ministries, sectors, and localities:

  • Intensify inspection of the Party's directives and state policies on practicing thrift and combating wastefulness, focusing on areas prone to wastage, complaints, and public concern.

  • Boost training, education on specialized topics for inspecting the implementation of state policies and laws on practicing thrift and combating wastefulness.

- Ministries, sectors, and People's Committees of provinces:

  • Improve the efficiency of managing and using national resources, especially in managing and using resources, state budget, and public assets.

  • Improve the quality of forecasting, budgeting, and appraisal of state budget revenues and expenditures.

  • Effectively implement medium-term public investment plans of ministries, central bodies, and local governments, ensuring progress and quality of public investment projects. Review and decisively eliminate inefficient projects, prioritizing urgent projects that drive rapid and sustainable development. Improve the quality of investment preparation and project implementation to minimize adjustments and ensure efficiency; strictly control the scope, scale, and total investment of each project in compliance with legal targets and fields.

  • Utilize land, resources, and minerals efficiently, economically, and sustainably, minimizing wastage and negative environmental impacts.

  • Improve transparency and accountability in the use of state budget, public assets, and national resources; heighten the responsibility of state management agencies, leaders for causing wastage of state budget and public assets.

  • Restructure the political system, reduce staffing; continue refining job positions within entities under management.

  • Boost the application of science and technology, digital transformation, administrative reform, and socialization of public service provision.

  • Timely identify, prevent, and strictly handle organizations and individuals violating and causing resource wastage; closely follow conclusions and recommendations of the competent authorities and recover funds and assets for the State.
