On September 04, 2024, Deputy Prime Minister of the Government of Vietnam, Tran Hong Ha, chaired a meeting on the implementation status of the Nha Trang (Khanh Hoa) - Da Lat (Lam Dong) Expressway Project.
According to Notice 426/TB-VPCP dated September 19, 2024, after hearing the report from the People's Committee of Khanh Hoa Province representing both provinces and the Project Investor on the implementation status and suggestions related to the Project, as well as opinions from relevant agencies, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha concluded as follows:
The Nha Trang - Da Lat Expressway is the shortest road connection between two strategically important territories in terms of national defense and security: the South Central Coast and the Central Highlands; connecting two major economic and tourism centers of the country: Khanh Hoa Province and Lam Dong Province.
According to the report from Khanh Hoa Province, the demand for transporting goods by large-capacity vehicles from the Central Highlands to the South Central Coast sea ports is increasing; there is a need for a high-quality and safe road connecting the two key tourist centers of the country (Da Lat City - the city of flowers and Nha Trang City - the coastal city) to serve socio-economic development, promote tourism development, ensure national defense and security of the area; and contribute significantly to the expansion of urban, industrial, and service development spaces.
Therefore, the urgent investment in this expressway is very necessary. Commending the proactive and positive efforts of both Khanh Hoa and Lam Dong provinces and the Project Investor's commitment in researching the Project investment, to accelerate the research and implementation of the Project, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha provided directions as follows:
- Agreed to research and implement the project under the PPP method, BOT contract to attract social resources, reducing the burden on the state budget. The People's Committees of Lam Dong and Khanh Hoa provinces should quickly coordinate with the Ministry of Transport, officially report to the Prime Minister of the Government of Vietnam to consider and decide assigning one locality as the competent authority to implement the Project according to regulations.
- The Ministry of Transport shall be responsible for guiding, supporting localities, and the Project Investor in proposing the project regarding route design, construction technical solutions to ensure minimal impact on forests, total investment, financial plans, the ratio of state capital participation in the project, investment effectiveness, and procedures for project implementation before 2030 (Note: The Project passes through special-use forest areas, complex and rugged terrain with significant elevation differences..., hence appropriate and optimal technological and technical solutions must be employed to minimize the impact on special-use forests and reduce investment costs).
- The Ministry of Planning and Investment of Vietnam shall guide localities and the Project Investor in proposing the project according to regulations.
- The Ministry of Agriculture and Rural Development of Vietnam shall review and guide procedures regarding the policy on changing forest use purposes.
- Relevant Ministries and central authorities, according to their functions and duties, shall guide localities and the Project Investor on related content and procedures to soon complete the investment preparation procedures and implement the Project.
