Recently, the Ministry of Natural Resources and Environment (Hanoi, Vietnam) issued an Official Dispatch requesting to accelerate the progress of building and completing the National Database on Land in Vietnam.

On June 20, 2024, the Ministry of Natural Resources and Environment (Hanoi, Vietnam) issued Official Dispatch 3983/BTNMT-DKDLTTDD on accelerating the progress of building and completing the national database on land.

To speed up the Progress of developing and completing the National Database on Land, ensuring that by 2025 the National Land Information System is operational as per the law, the Ministry of Natural Resources and Environment (Hanoi, Vietnam) requests the People's Committees of provinces and centrally-run cities to direct, ensure this important political task is implemented in 2024 and 2025 with the following main tasks:

(1) Regarding the construction and completion of spatial and attribute data

- Direct the review and completion of cadastral map measurement and adjustment as prescribed in Circular 25/2014/TT-BTNMT to serve as a basis for building cadastral spatial data in the land database.

- Direct the strengthening of land registration, especially the first-time registration as stipulated in Article 95 of the Land Law 2024, establish cadastral records, and issue certificates of land use rights, home ownership, and other properties attached to the land to serve as a basis for building attribute data in the land database.

(2) Regarding the construction and completion of the land database

- Direct the comprehensive review, classification, and evaluation of the status of records, documents, and databases according to each administrative unit at the district level to build and approve a comprehensive plan for the construction and completion of the provincial or centrally-run city's database and set a timeline for the operation and exploitation of the database.

- Based on the comprehensive plan, develop an implementation plan with feasible measures and resources suitable to the conditions of each locality to complete the land database within the locality by 2025.

- Continue to focus resources to accelerate the progress of building and completing the land database. Allocate funds from the local budget for cadastral map measurement, land registration, issuance of certificates, and building the land database as directed by the Prime Minister in Directive 01/CT-TTg dated January 3, 2018, on rectifying and strengthening land management and building the land information system, with a priority on funding the construction of the land database.

(3) Regarding information technology infrastructure and land information system software

- Review and evaluate the existing information technology infrastructure and land information system software in operation locally to develop a plan for selection, upgrading, completion, and maintenance of the system to meet the current land management requirements.

- Coordinate with the Ministry of Natural Resources and Environment to connect, integrate with the national land database; implement the connection and sharing of local land information and data with national databases and sectoral databases of ministries and central authorities to facilitate administrative procedures in the electronic environment.

- Continue to review, restructure processes, and administrative procedures for land on the public service portal to ensure actual demand, simplicity, ease of access, and ease of use to receive and resolve public services for people and businesses, ensuring data updates on the system during land administrative procedures.
