Regarding this issue, LawNet would like to answer as follows:

On November 29, 2023, the Prime Minister issued Official Dispatch 1256/TTg-CN on accelerating the progress and quality of planning for the period 2021–2030, with a vision to 2050.

To speed up the progress and quality of planning for the 2021–2030 period in Vietnam

To speed up the progress of planning, appraisal, and completion of planning approval according to the Government's direction in Resolution 185/NQ-CP in 2023, the Prime Minister requested to speed up the progress and improve the quality of preparation, appraisal, and completion of approval of plans for the period 2021–2030, with a vision to 2050, specifically:

(1) Ministries focus on directing the completion of national plans

- For national plans that have been decided or approved by competent authorities, promptly organize and publicize the plans according to regulations, except for contents related to state secrets according to the provisions of law on protection of state secrets; Develop and submit a plan to implement the plan according to regulations;

Review and edit documents, ensure consistency with approved decisions, and update the national planning information system and database according to the provisions of Article 42 of the Law on Planning and the provisions of Article 41 of Decree 37/2019/ND-CP, guaranteed to be completed in December 2023.

- For 12 national-level plans that have been appraised, urgently complete planning procedures and documents according to regulations to submit to competent authorities for approval before December 5, 2023.

- For 05 national plans that have been submitted for appraisal, urgently organize appraisal according to regulations to complete procedures for approval before December 31, 2023.

(2) For regional planning, the Ministry of Planning and Investment presides and coordinates with ministries, ministerial-level agencies, localities, and relevant agencies to complete the content of regional planning according to the provisions of Article 26 of the Law on Planning and Article 27 of Decree 37/2019/ND-CP based on the integration of the content of approved or appraised national plans to submit to the Regional Planning Appraisal Council for appraisal.

Focus on completing regional planning documents according to the appraisal report of the Regional Planning Appraisal Council and submitting them to the Prime Minister for review and approval before December 31, 2023.

(3) People's Committees of provinces and centrally run cities focus on directing the completion of provincial plans

- For 26 provincial plans approved by the Prime Minister, urgently organize and publicize the plans; Develop and submit to competent authorities for promulgation a Planning implementation plan according to the provisions of the law on planning; Review and edit documents and ensure consistency with approved decisions to update the national planning information system and database according to the provisions of Article 42 of the Law on Planning and the provisions of Clause 22, Article 1 of Decree 58/2023/ND-CP, guaranteed to be completed before December 5, 2023.

- For the 10 provincial plans that have been submitted for approval, urgently coordinate closely and complete the required documents to be eligible for approval before December 5, 2023.

- For 23 provincial plans that have been evaluated, urgently complete planning procedures and documents according to regulations to submit to competent authorities for approval before December 5, 2023.

- For 01 provincial planning that has been submitted for appraisal, urgently organize appraisal according to regulations to complete procedures and submit to competent authorities for approval before December 31, 2023.

- For 03 provincial plans that have not yet been submitted for appraisal, it is necessary to focus resources to quickly complete the documents, send for comments, and submit for appraisal according to regulations, striving to submit for approval in December 2023.
