To speed up industrialization and modernization of Vietnam with a vision to 2045

1. Core objectives

- Party committees at all levels, party organizations, state agencies, the Vietnam Fatherland Front, and socio-political organizations from central to grassroots levels, based on the contents of Resolution 29; focus on leading, directing, researching and promulgating programs and plans to implement the Resolution in accordance with the realities of localities, organizations, agencies, and units.

- Developing content and methods of propaganda and education suitable to each audience, ensuring practicality and effectiveness; Opening a wide-ranging political activity nationwide in order to propagate, educate and raise awareness for cadres, party members and the people about the role and importance of industrialization and modernization of the country in national construction and defense.

- Accelerating the institutionalization and concretization of the Party's guidelines and guidelines on industrialization and modernization; focusing on perfecting the specialized legal system on national industrial development and specific industrial fields such as digital technology industry, renewable energy, electricity, oil and gas, minerals, defense industry, security and industrial mobilization,...; national strategies, programs and projects related to industrialization and modernization; develop foundation industries, priority industries.

- Increasing the inspection and supervision of Resolution 29 implementation by party committees, organizations, agencies, and units; quickly detecting, propagating, and replicating new models of good practices with high efficiency; and quickly correcting bad practices during resolution implementation.

- Concentrating on directing the drastic, comprehensive, synchronous, effective, and efficient implementation of Resolution 29; promoting democracy and strengthening solidarity; strongly innovating thinking; having high political determination; having solutions, a roadmap, and assigning specific responsibilities; mobilizing and effectively using all resources; and being determined to successfully implement the resolution.

2. Specific tasks of industrialization and modernization of Vietnam

2.1. National Assembly Party Committee

- Assuming the prime responsibility for, and coordinate with the Government's Party Personnel Committee, relevant Party Committees, Party Personnel Committees, Party Unions and Party Committees directly under the Central Government; to lead and direct the institutionalization of the Party's guidelines and guidelines on industrialization and modernization, focusing on the formulation of specialized laws on national industrial development and specific industrial fields such as renewable energy, defense industry, security and industrial mobilization...;

Creating a legal framework for smart manufacturing development and controlled testing mechanisms, pilot policies, especially in the process of industrialization and modernization (basically completed in 2023 and 2024).

- Assuming the prime responsibility for, and directing the decision on important issues of industrialization and modernization within the competence of the National Assembly, including: national master plans and national-level sectoral and field master plans, socio-economic development plans, medium-term public investment plans, important national projects and works in accordance with regulations of the law... (completed according to the prescribed schedule of each task according to the approved plan).

- Focusing on improving the effectiveness of monitoring activities on the implementation of the law on industrialization and modernization (from 2023).

2.2. Government Party Personnel Committee in Vietnam

- Directing the development and promulgation of the Government's action plan to implement Resolution 29 (completed in the first quarter of 2023).

- Leading and directing the development of project documents on specialized laws on national industrial development and specific industrial fields such as digital technology industry, renewable energy, the defense industry, security, and other related law projects on industrialization and modernization to submit to the National Assembly.
(mainly completed in 2023).

- Assuming the prime responsibility for, and direct the development of, the Strategy for industrialization and modernization to 2030, with a vision to 2045; National program on improving the capacity of independence, self-reliance, and self-reliance of Vietnamese manufacturing until 2045 (Make in Vietnam 2045); industrialization and modernization of agriculture and rural areas, especially the industry of processing and preserving agricultural products, equipment, machinery, and materials for agriculture; and the set of criteria for evaluating the results of industrialization and modernization at national, branch, and local levels (completed in the second quarter of 2023).

- Leading and directing the development of criteria to restructure the list of fundamental and prioritized industries for the period 2021 - 2030 and 2031 - 2045; ensuring consistency and narrowing in order to focus on investment; perfecting policies for fundamental industries and priority industries in the spirit of the Resolution; allocate adequate resources for the development of fundamental industries and priority industries according to the direction of the Resolution; develop criteria for decentralization and decentralization of FDI attraction between central and local governments (completed before June 2023).

- Taking primary responsibility for and coordinating with the party cadres, party unions, and party committees directly under the Central Government, the provincial and municipal party committees direct the amendment and supplementation of sub-law documents, and organize the implementation of programs, plans, and projects to implement the resolution (implemented beginning in 2023).

- Directing the formation of the Prime Minister-led National Committee on Industrialization and Modernization (to be implemented in the second quarter of 2023).

2.3. The Vietnam Fatherland Front Party Committee, socio-political organizations, and the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union

- Developing a plan for monitoring and social criticism; the plan to propagate and mobilize the People to actively observe and participate in monitoring the implementation of the Resolution and policies and laws on industrialization and modernization (completed in the second quarter of 2023).

- Strengthening supervision of law enforcement on industrialization and modernization (implemented from 2023).

2.4. Central Economic Committee

- Coordinating with the Central Propaganda Department to organize learning, mastering, propagating, and widely disseminating the resolution's contents and results (beginning November 2023).

- Coordinating with Central Government party committees, party cadres, party unions, and party committees to develop a plan and strengthen the implementation of guidance, monitoring, supervision, inspection, and a preliminary and final review of the Resolution's implementation.(Completed the Plan in the fourth quarter of 2022 and organize the implementation starting in 2023).

- Coordinating the development of a set of criteria for evaluating the outcomes of industrialization and modernization at the national, branch, and local levels to ensure resolution compliance, practicability, and international integration.(completed in the second quarter of 2023).

2.5. Party Committee of the Ministry of Industry and Trade of Vietnam

- Leading the implementation of the Resolution according to the authority, functions, and tasks of the Ministry of Industry and Trade, focusing on developing and implementing the Project on restructuring the Industry and Trade sector for the period of 2021 - 2030, Industry support development program to 2030, and development strategies, planning, and projects in all fields of the industry; promptly adjusting and supplementing new contents as required by the Resolution (to be completed mainly in 2023 and 2024).

- Directing the creation of legal documents on industrial development for submission to competent authorities; directing the coordination of work with relevant agencies in the creation of specialized laws on specific industrial fields such as digital technology, defense, security, and industrial mobilization.
(completed in 2024).

- Coordinating the work of developing and completing mechanisms and policies to encourage the development of priority fields of fundamental industries and spearhead industries.

2.6. Provincial Party Committees, City Party Committees

- Creating and disseminating action plans and plans for resolution implementation (to be completed by the third quarter of 2023).

- Focusing on overcoming limitations and shortcomings, as well as removing difficulties and obstacles to the area's industrialization and modernization (implemented beginning in 2023).
