On September 10, 2023, the Government issued Resolution 144/NQ-CP of the regular Government meeting in August 2023.
The Government requests the Ministry of Education and Training to preside and coordinate with agencies and localities:
- Urge, inspect, and coordinate with localities to effectively overcome the situation of local teacher surpluses and shortages in localities, inadequacies between educational levels, and insufficient teacher quotas according to regulations, especially teachers, to implement the new general education program. Direct, guide, and inspect localities to implement the Plan, key tasks, and solutions for the 2023–2024 school year.
- Soon complete the Planning for the network of higher education and pedagogical institutions for the period 2021–2030, with a vision to 2050, and the Planning for the system of specialized educational institutions for people with disabilities and a system of centers to support the development of inclusive education in the period 2021 - 2030, with a vision to 2050, to submit to the Prime Minister in the fourth quarter of 2023.
- Seriously and effectively implement the Resolution of the National Assembly Standing Committee supervising the implementation of Resolution 88/2014/QH13 and Resolution 51/2017/QH14; Prepare to organize the evaluation of textbooks for grades 5, 9, and 12 according to regulations; Quickly research and announce the High School Graduation Exam Plan from 2025 to ensure it is compact, effective, practical, reduces pressure, reduces costs, and creates social consensus.
The Ministry of Justice presides over and coordinates with agencies and localities requested by the Government:
- Continue to review and remove limitations and inadequacies in mechanisms, policies, and laws according to authority, and promptly report to the Government and Prime Minister on issues beyond authority.
- Urge ministries and agencies to promptly promulgate or submit for promulgation documents detailing laws, resolutions, and ordinances to overcome delays in promulgating legal documents.
Preside over synthesizing and reviewing documents detailing outstanding laws, resolutions, and ordinances to date, clarifying causes and responsibilities, and proposing thorough solutions, reporting to the Government at the Lawmaking Session in September 2023.
- Research, complete, and optimize the shared electronic civil status management registration system, ensuring digital signing of Birth Certificates, Death Extracts and ensuring efficiency in implementing interconnected administrative procedures in Project 06, overcoming the situation of records not being synchronized in the system for officials receiving and processing documents to resolve administrative procedures.
The Government requests the Ministry of Home Affairs to preside and coordinate with agencies and localities:
- Preside and coordinate with relevant agencies to receive opinions from the Politburo to complete the draft Report to submit to the National Assembly on the roadmap and plan for salary policy reform and report to the Government and Prime Minister before September 16, 2023.
- Continue to implement decentralization and decentralization according to Resolution 04/NQ-CP of 2022 of the Government; coordinate with agencies and localities to promote staff streamlining associated with restructuring according to job positions and improve the quality of cadres, civil servants, and public employees.
- Continue to strongly and practically implement the Emulation Movements: "Promote the development of synchronous and modern infrastructure; practice thrift and combat waste", "The whole country competes to build a learning society, promoting lifelong learning in the period 2023 - 2030". Urgently carry out preparations to launch the emulation movement "Erase temporary and dilapidated houses" from now until 2025 and report to the Prime Minister in September 2023.
