Regarding this matter, LawNet would like to answer as follows: 

On April 5, 2024, the Government issued Resolution 44/NQ-CP on  the Regular Government Meeting in March 2024 and the online Government conference with localities.

The Government assigned the Ministries of Natural Resources and Environment, Construction, Finance, Agriculture, and Rural Development, according to their functions and tasks, to focus on directing the construction and issuance of guidelines for implementing the Land Law (amended), the Law on Real Estate Business, and the Housing Law, ensuring the conditions for reporting to the Government for approval to early implement these Laws. Deputy Prime Minister Tran Hong Ha was directly assigned to oversee this.

In addition, at the meeting, the Government requested that the ministries, agencies, and localities carry out the following based on their assigned functions, tasks, and powers:

- Focus on implementing tasks to carry out digital transformation in accordance with the theme of 2024 "Developing the Digital Economy with 04 pillars: information technology industry, digitalization of economic sectors, digital management, digital data - Important driving force for fast and sustainable socio-economic development" as directed by the Prime Minister, Chairman of the National Committee for Digital Transformation in Notice 04/TB-VPCP on January 8, 2024, of the Government Office. Urgently review information technology systems and comply with the Government's requirements for safety and cybersecurity.

- Efficiently implement tasks in the Work Program 2024 of the Steering Committee on Human Rights; enhance the quality of building and implementing policies and laws regarding human rights, citizen rights, and internal and external information dissemination on human rights achievements in Vietnam.

- Urgently report the results of job position construction and approval of ministries, agencies, and localities to the Ministry of Home Affairs for consolidation, while sending them to the Government Office for monitoring and completion before April 15, 2024.

- Ministers, heads of ministerial-level agencies, Chairman of the People's Committee of Hanoi, according to their assigned functions and tasks, urgently construct and issue detailed regulations and guidelines for implementing the Laws and Resolutions that have been passed at the 6th session and the extraordinary 5th session of the 15th National Assembly; complete the records, documents, and reports of the Government to submit to the Standing Committee of the National Assembly, 7th session of the 15th National Assembly, following the Prime Minister's instructions, ensuring the quality and compliance with the prescribed deadlines; actively work and closely coordinate with the agencies of the National Assembly in the process of absorbing, explaining, and improving records, documents, and reports.

- The Ministries and agencies of Planning and Investment, Finance, Justice, and the Government Inspectorate urgently provide opinions on solutions to difficulties and obstacles in some infrastructure investment projects using the BOT form in the transport sector, as stated in Report 2451/TTr-GTVT on March 8, 2024, from the Ministry of Transport, following the instructions of Deputy Prime Minister Tran Hong Ha in Document 1762/VPCP-CN on March 13, 2024, of the Government Office; coordinate with the Ministry of Transport to complete the documents for submission to the National Assembly for consideration and approval at the 7th session.
