Regarding this issue, LawNet would like to answer as follows:

Decision 966/QD-TTg approving the planning of the network of social assistance establishments for the period of 2021-2030, with a vision to 2050, issued by the Prime Minister on August 17, 2023.

To review, rearrange, transform, and reorganize social assistance facilities in Vietnam

Specifically, the Prime Minister has proposed solutions on mechanisms and policies to serve the planning of the network of social assistance establishments for the period 2021–2030, with a vision to 2050 as follows:

- Review and complete relevant legal documents on social assistance to improve service quality and develop a network of social assistance establishments in accordance with the development perspective according to the Planning, especially mechanisms and policies to encourage and create favorable conditions for domestic and foreign organizations, businesses, and individuals to participate in building and developing social assistance facilities.

- Review, arrange, convert, and reorganize social assistance facilities to ensure they meet the requirements of streamlining, effectiveness, and efficiency of public service units according to Resolution 19-NQ/TW dated October 25, 2017 of the 12th Party Central Committee; ensure care and provide social work services to the people receiving social assistance.

- Continue to improve specific mechanisms and policies on land access, tax, credit, and human resource development training. to attract investment capital from businesses, organizations, and individuals to develop social assistance facilities.

The goal of developing the network of social assistance facilities by 2030 in Vietnam

Develop a network of social assistance establishments diverse in type and effective in services with sufficient capacity and scale; expand, promote, and effectively use investment sources; exploit potentials in society; create conditions for developing a network of social support facilities; ensure a reasonable distribution of assistance needs and the size and structure of regions; and ensure it is the basis for organizing space, developing, and managing a network of social assistance facilities suitable for each locality and each planning stage, ensuring objectivity, science, and legality towards the goal of equitable and effective social development.

Specific goals by 2023 are as follows:

- Ensuring that at least 90% of people in extremely difficult circumstances without caregivers receive advice, support, and management from social assistance facilities; in particular, priority is given to helping the elderly without caregivers, without living conditions in the community; mentally ill people, people with mental disorders, people with severe disabilities; children in particularly difficult circumstances; victims of domestic violence; victims of trafficking; and minors without a stable place of residence are subject to educational measures in communes, wards, and towns.

- At least 90% of drug addicts with managed records have access to counseling, treatment, drug detoxification services, and community integration support from detoxification facilities.

- At least 90% of social assistance facilities ensure access criteria and conditions according to regulations for the elderly, disabled people, children with special circumstances, people with mental illness, people with HIV/AIDS, drug addicts, and people in need of urgent protection.

- At least 50% of the existing non-public establishments in the network of social assistance establishments are consolidated and developed in quality and service capacity. At least 90% of people in difficult circumstances receive advice, assistance, and case management from social assistance facilities.
