The Government of Vietnam requires the implementation of a number of typical tasks, as follows:

1. To review and remove legal difficulties with each specific real estate project in Vietnam

The Ministry of Construction shall assume the prime responsibility for, and coordinate with agencies and localities in:

- Review and remove difficulties and obstacles, especially legal ones, for each specific real estate project;

- Urgently finalize the Government's draft Resolution on a number of solutions to remove and promote a healthy, safe, and sustainable real estate market, and submit it to the Government for consideration and promulgation.

2. To ensure the registration work returns to normal operation in March 2023 in Vietnam

The Ministry of Transport shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in:

- Focus on quickly overcoming the congestion in the registration of traffic vehicles; have an effective solution to completely solve it, ensuring the registration work to return to normal operation in March 2023.

- Focus on directing and completing 3 component projects of the East North-South Expressway Construction Investment Project in the period 2017 - 2020 (Mai Son - National Highway 45, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay), which will go into operation in April 2023.

- Step up the inspection of the scene and work with the ministries, branches, and localities to remove difficulties and obstacles (site clearance, resettlement, relocation of technical infrastructure, source of materials used, service roads, dumping grounds...) during the implementation of projects, especially key projects that are planned to be completed in 2023.

- Coordinate with localities assigned to be in charge of expressway projects of Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Chau Doc - Can Tho - Soc Trang; routes Ring 3 - Ho Chi Minh City, Ring 4 - Hanoi Capital Region: in order to solve difficulties and problems, complete the procedures for construction investment, and start the projects soon before June 30, 2023. Urgently complete investment procedures in the form of PPP expressways between Nam Dinh - Thai Binh, Binh Phuoc - Dak Nong in March 2023.

3. To organize the implementation of regulations on the abolition of the requirement for presentation when performing administrative procedures in Vietnam

Ministries, agencies, and localities shall, based on their assigned functions, tasks, and powers, perform a number of typical tasks as follows:

- Organize the implementation of regulations on abolishing the requirement to submit and present household registration books, temporary residence books, and certificates of residence information when performing administrative procedures and providing public services under their management in accordance with the provisions of the Law on Residence, Decree 104/2022/ND-CP; direct the drastic, effective, and timely implementation of the tasks assigned in Directive 05/CT-TTg; strengthen inspection and examination of official duties, resolutely not to cause difficulties and troubles for people and businesses.

The Ministries of Planning and Investment and Finance shall advise and submit to competent authorities to prioritize the allocation of funds for ministries and branches from the central budget; the People's Committees of the provinces and centrally-run cities shall take the initiative in allocating funds from the local budget; and ensure the effective and successful implementation of the project on developing the application of data on population, identification, and electronic identification for national digital transformation in the period of 2022–2025, with a vision to 2030.

- Promote digital transformation in directing, operating, and evaluating the completion of assigned tasks.

Connect national and specialized information systems and databases with the Information Center, directing and operating the Government and the Prime Minister; sharing socio-economic information and data among ministries, central agencies, and local agencies; effectively using databases for consulting, proposing, making policy, and best serving people and businesses.
