Official Dispatch 1773/UBDT-CSDT on reviewing, adjusting, and supplementing the list of communes and villages in ethnic minority and mountainous areas issued by the Committee for Ethnic Minorities on October 24, 2022.
To have a basis for synthesizing and reporting to the Prime Minister to consider, adjust, and supplement the list of communes; The Minister and Chairman of the Committee for Ethnic Minorities adjusted and supplemented the list of villages belonging to ethnic minorities and mountainous areas for the period 2021–2025; The Committee for Ethnic Minorities requests the People's Committees of provinces and centrally run cities to direct relevant agencies to implement the following contents:
- Review the list of communes and villages in ethnic minority and mountainous areas for the period 2021–2025. The results are recorded in Appendix No. 01 of Official Dispatch 1773.
- Review communes in regions III and II II approved in Decision 861/QD-TTg dated June 4, 2021, and have now been recognized as meeting new rural standards. The results are recorded in Appendix No. 02 of Official Dispatch 1773.
- Review communes and villages divided, merged, and newly established and propose to determine areas for communes and special status for villages after merger. The results are recorded according to Appendices No. 03 and No. 04 of Official Dispatch 1773.
- Review the proposal to adjust the names of communes and villages approved in Decision 861/QD-TTg and Decision 612/QD-UBDT (including communes or villages whose names have not changed but have changed due to the adjustment of district or commune administrative boundaries). Results are recorded in Appendix 05 of Official Dispatch 1773.
The Ethnic Committee requests the People's Committees of provinces and centrally run cities to pay attention and direct implementation. Review results should be sent to the Committee for Ethnic Minorities, No. 349 Doi Can, Ba Dinh, Hanoi before November 28, 2022 to synthesize, evaluate, get opinions from relevant Ministries and branches and report to the Prime Minister for consideration and decision.
Article 2, Decision 861/QD-TTg dated June 4, 2021 stipulates:
Based on the proposal of the People's Committee of the province or centrally run city, the Committee for Ethnic Minorities synthesizes, evaluates, and reports to the Prime Minister to consider adjusting and supplementing the list of communes in ethnic minority and mountainous areas due to the completion of new rural construction, division, merger of boundaries, new establishment, or adjustment of the names of administrative units according to current regulations.
Article 2, Decision 612/QD-UBDT dated September 16, 2021 stipulates:
During the implementation process, if there is a split, merger, dissolution, or name change, the Provincial People's Committee shall direct the relevant Departments and branches to review, determine according to criteria, and prepare documents according to the provisions of Decision 33/2020/QD-TTg dated November 12, 2020 of the Prime Minister and send it to the Committee for Ethnic Minorities to synthesize, evaluate and decide on adjustments and supplements.
Currently, the list of communes and villages with special difficulties is mentioned in the following decisions:
- Decision 861/QD-TTg dated June 4, 2021 of the Prime Minister approving the list of communes in region III, region II, and region I belonging to ethnic minority and mountainous areas in the period of 2021–2025
Of these, there are 3,434 communes in ethnic minority and mountainous areas in 51 provinces and centrally run cities, including: 1,673 communes in Region I, 210 communes in Region II, and 1,551 communes in Region III. (especially difficult commune).
- Decision 612/QD-UBDT dated September 16, 2021 of the Minister, Chairman of the Committee for Ethnic Minorities, approving the list of extremely difficult villages in ethnic minority and mountainous areas for the period 2021-2025.
There are 13,222 extremely difficult villages, including: 11,179 villages of communes of region III; 736 villages of communes in region II, 1,184 villages of communes in region I, and 123 villages of communes with villages in ethnic minority and mountainous areas in 41 provinces and centrally run cities.
