To restructure the contingent of cadres, civil servants, and public employees under the Ministry of Education and Training in Vietnam (Internet image)
On July 3, 2023, the Ministry of Education and Training issued Decision 1927/QD-BGDDT to implement Decision 1046/QD-TTg dated September 6, 2022 promulgating the implementation plan for the implementation of Conclusion 28-KL/TW dated February 21, 2022 on downsizing and restructuring the contingent of cadres, civil servants, and public employees; and Conclusion 40-KL/TW on July 18, 2022 on improving the efficiency of payroll management of the political system in the period 2022–2026; and Regulation 70-QD/TW dated July 18, 2022 on payroll management of the political system
The task of completing the construction of employment positions, titles, and leadership positions; payroll management; and restructuring the contingent of cadres, civil servants, and public employees of each organization, agency, or unit according to employment position will be done through the following contents:
- Guidance on the positions of professional civil servants in the education sector.
- Guidance on leadership and management positions and specialized professional titles and the structure of civil servants by professional title in public non-business units in the education and training sector/field.
- Guidance on the norm for the number of people working in public non-business units in the education and training sector/field.
- Reviewing and amending the norms of students/classes and the norms of teachers/classes to suit the implementation of the Law on Education 2019, the renovation of general education curricula and textbooks, and the characteristics and actual conditions of each region, region, region, and locality.
- Reviewing, approving, and adjusting the positions of civil servants and public employees, the structure of civil servant ranks, and the structure of public employees according to professional titles according to the guidance of the Ministry of Home Affairs and line ministries as the basis for determining the payroll; payroll management by job position.
According to Decision 1927/QD-BGDDT, the Ministry of Education and Training has outlined tasks and solutions to promote the autonomy of public non-business units, promote the provision of public administrative services according to the market mechanism, and promote socialization in the provision of public non-business services as follows:
- Guide criteria on organizational size, standards, and operating conditions of institutions implementing socialization in the field of education.
- Promulgate, review, amend, and supplement economic - technical norms, cost norms (if any) as the basis for promulgating unit prices and prices of public administrative services funded with the state budget.
- Promulgate criteria, standards, and standards for the quality of public non-business services funded by the state budget; the mechanism for monitoring, evaluation, and accreditation of quality; and regulations on inspection and acceptance of public administrative services funded with the state budget of ministries and central agencies; operational efficiency of public non-business units.
- Guide localities to rearrange inter-level and inter-commune schools, and reduce school sites on the principle of creating convenience for people and in accordance with the actual needs and conditions of each specific locality and area;
Ensure the quota of students/class, associated with improving the quality of education to comply with the requirements of Resolution 19-NQ/TW dated October 25, 2017 of the 6th Plenum of the 12th Central Committee on continuing to renovate the organization and management system and improve the quality and operational efficiency of public non-business units.
