According to Vietnam's Notice 74/TB-VPCP, after listening to the report of the Ministry of Public Security and the opinions of representatives of ministries and agencies at the meeting, Deputy Prime Minister Tran Hong Ha gave the following instructions:
Ministries and agencies shall urgently examine, review, and amend circulars, decisions, and legal documents within their competence with regulations related to the submission and presentation of paper household registration books, paper temporary residence books, or documents that require confirmation of the locality of residence (and must prove residence information before confirmation, such as a curriculum vitae, a certificate of marital status, etc.) when performing administrative procedures, providing public services, and ensuring the reduction and simplification of administrative procedures on the basis of exploiting and using information and data from the National Database on Population and other databases as well as the principle of "restricting the use of information about residence as a condition for carrying out administrative procedures" in accordance with the Law on Residence and Decree 104/2022/ND-CP.
Ministers, heads of ministerial-level agencies, and chairpersons of people's committees in provinces and centrally run cities are responsible to the government, the Prime Minister, and the people for organizing the implementation of regulations on the annulment of the requirement to submit and present paper household registration books, paper temporary residence books, and residence certificates when carrying out administrative procedures and providing public services under their management in accordance with the provisions of the Law on Residence and Decree 104/2022/ND-CP.
Strengthen inspection and examination of public affairs, resolutely refusing to let stagnation, harassment, and other problems cause difficulties and troubles for people and businesses.
Ministries and branches shall urgently complete the announcement and publicization of administrative procedures under their management related to the submission and presentation of paper household registration books and paper temporary residence books or documents that require certification of the locality of residence when performing administrative procedures or providing public services as prescribed in the Law on Residence and Decree 104/2022/ND-CP, completed no later than before March 15, 2023.
Based on the announcement of ministries and branches, the people's committees of the provinces and centrally run cities shall announce and publicize administrative procedures on the National Database on Administrative Procedures, the information system for handling administrative procedures at the provincial level and the place where administrative procedures are received and handled; at the same time, complete the internal and electronic processes to cancel the requirement to submit and present the paper household registration book, paper temporary residence book, and residence certificate.on the basis of exploiting and using information about citizens' residence in the National Population Database to settle administrative procedures and provide public services in accordance with the Law on Residence and Decree 104/2022/ND-CP, to be completed by March 20, 2023 at the latest.
Completing public services after removing physical household registration books for simplifying procedures
Ministries, branches, and localities shall urgently upgrade the information system for handling administrative procedures at the ministerial and provincial levels to meet the requirements of digitizing, storing, and processing information and electronic data; complete the connection with the national database on population to exploit population data to serve administrative procedures and provide public services in accordance with the Law on Residence, Decree 107/2021/ND-CP, and Decree 104/2022/ND-CP, to be completed before March 20, 2023.
Completing online public services in the direction of reducing and simplifying procedures, application forms, and electronic declarations on the basis of the exploitation and reuse of population data from the National Population Database will be completed in May 2023.
