The Government Office of Vietnam issued Notice 388/TB-VPCP concluding the conclusion of Deputy Prime Minister Vu Duc Dam at the meeting on December 7, 2022, on how to build, collect, authenticate data, and manage the mobility of workers working at enterprises in industrial parks, export processing zones, and high-tech zones and how to promptly support workers who lose their jobs.
Research solutions for employees to proactively participate in voluntary social insurance in Vietnam
Specifically, on December 7, 2022, at the Government headquarters, Deputy Prime Minister Vu Duc Dam chaired a meeting to discuss how to build, collect, authenticate data, and manage mobile phones about workers working at enterprises in industrial parks, export processing zones, and high-tech zones and how to promptly support workers who lose their jobs. Deputy Prime Minister Vu Duc Dam has the following instructions:
- Vietnam Social Insurance presides over and coordinates with the Ministry of Public Security and the Ministry of Labor, War Invalids and Social Affairs to develop a process for reviewing and updating information and data for groups of employees participating in social insurance (including cases while working and before quitting their jobs, they stopped paying social insurance) on the principle of identifying the right subjects and ensuring no duplication to provide timely support to workers; research and propose solutions to support employees in paying social insurance and health insurance from the state budget in cases where employees quit their jobs and wish to participate in voluntary social insurance contributions; At the same time, there are immediate and long-term solutions to support workers in raising awareness and actively participating in paying voluntary social insurance.
- The Ministry of Public Security presides and coordinates with the Ministry of Labor, War Invalids, and Social Affairs and Vietnam Social Insurance to guide Project 06 implementation teams in localities to review, collect, and update information and data about employees (in which priority is given to updating data on groups of employees who have not yet paid social insurance and employees who have quit their jobs and have not continued to pay social insurance) on the basis of the National Population Database; transfer all information and data about workers to the Ministry of Labor, War Invalids, and Social Affairs after completing the database system on workers to serve state management.
- The Ministry of Labor, War Invalids, and Social Affairs coordinates with the Ministry of Public Security, Vietnam Social Insurance, the Vietnam General Confederation of Labor, and relevant agencies to research and come up with a specific plan to deploy and capture specific information about workers and people looking for jobs (like some countries making electronic "CVs" or businesses in Vietnam making Labor Books), serving state management, and at the same time creating conditions and assistance when necessary for workers and people in need of employment to enjoy legitimate benefits according to the provisions of law.
