The content is mentioned in Notice 304/TB-VPCP on the conclusions of the Government's Administrative Reform Steering Committee at the Fifth Session on July 19, 2023, issued by the Office of the Government.

In the section on tasks and solutions in the coming time, the Government's Administrative Reform Steering Committee assigned the Ministry of Home Affairs:

- Research and propose new, innovative, and breakthrough measures and solutions to organize the implementation of the State PAR Program for the 2021–2030 period in a comprehensive, synchronous, focused, in-depth, practical, and effective manner.

- Assume the prime responsibility for, and coordinate with the Government Office and relevant ministries and agencies in, setting up PAR inspection teams at ministries, branches, and localities to promptly review, correct, and handle cases according to their competence; cases beyond their competence should be reported to competent authorities for consideration and handling in accordance with law.

- Continue to review and improve the law on organizational structure, decentralization of powers, streamlining the staff, and improving the quality of the contingent of cadres and civil servants. Research and replicate the initiative of decentralization in localities that do well across the country.

- Finalize and submit to the Government for promulgation a Decree amending and supplementing regulations on criteria for determining the number of deputy heads in agencies, administrative organizations, and public non-business units after the Politburo gives comments.

- Finalize and submit to competent authorities regulations on encouraging cadres to be dynamic, creative, dare to think, dare to do, and dare to make breakthroughs for the common good; linking cadres and civil servants at commune level with provincial and district levels.

In addition, assigning the Government Office a number of tasks such as:

- Assume the prime responsibility for, and coordinate with concerned ministries and branches in, upgrading and completing functions, connecting and linking data with ministries and branches, effectively operating the National Public Service Portal, meeting the provision of online public services to the people, organized in a timely, convenient, and effective manner, completed before September 30, 2023.

- Upgrade and complete the Business Regulation Consultation and Lookup Portal to ensure that people and businesses reflect on difficulties and problems related to business activities and state agencies for policy consultation.

- Review and propose specific innovative and creative solutions to improve the efficiency of administrative procedure settlement under the one-stop-shop mechanism, to be completed before August 15, 2023.

Priority main tasks

Ministries, branches, and localities shall, based on their functions, tasks, and powers, promptly take the initiative in performing a number of key tasks as follows:

- Review the system of legal documents, point out problems, and assign competent agencies to handle them within a specific time limit.

- Review administrative procedures at all levels, focusing on current problems in areas such as housing, access to credit, electricity, tax, land, customs, transportation, and procedures related to 03 growth drivers: consumption, investment, and export. Administrative procedure reform is focused, definitive, and takes people and businesses as the service center.

- Review the contingent of cadres and civil servants, strictly handling cases of avoidance, expulsion, fear of responsibility, and fear of wrong in accordance with the Party's regulations and state laws; timely encouraging cadres and civil servants to dare to think, do, and take responsibility for the common good.
