Regarding this issue, LawNet would like to answer as follows:
On July 24, 2023, the Prime Minister issued Decision 886/QD-TTg approving Plans, policies, solutions, and resources to implement the Master Plan for developing Vietnam's seaport system in the period 2021–2030, with a vision to 2050.
Specifically, in the task of completing legal documents on maritime, the Government has proposed the following contents:
- Research and propose amendments to the Vietnam Maritime Code 2015 according to the roadmap and according to the order and procedures prescribed in the Law on Promulgation of Legislative Documents; Review and amend relevant decrees and circulars to facilitate the development, management, and effective use of maritime infrastructure.
Focus on completing legal documents on prices and fees at seaports to improve the efficiency of seaport investment, increase attractiveness to shipping lines, attract international container transshipment, and ensure harmony between national interests and relevant parties.
- Review and amend legal documents related to policy mechanisms to feasibly and effectively implement the objectives of seaport planning, ensuring consistency and synchronization with the implementation of the 10-year socio-economic development strategy 2021–2030 and the socio-economic development plan of the whole country and each locality.
- Research and develop legal documents regulating and guiding the application of open port policy at Lach Huyen, Cai Mep - Thi Vai and Van Phong port areas.
- Develop regulatory documents, guidelines, regulations, and standards to apply and deploy investment in seaport construction according to green port criteria.
- Complete and develop additional legal documents on attracting, managing, and using legal sources of capital outside the budget for maritime infrastructure development according to approved planning.
To develop science and technology in the maritime industry, the Government has introduced the following policies and solutions:
- Promote the application of science and technology, modern techniques, digital technology, and digital transformation in the development of the maritime industry including building, managing, and exploiting the seaport system in accordance with the trend of the Fourth Industrial Revolution.
- Prioritize investment, development, and effective use of the information technology system of the national single window mechanism. Carry out declaration of ship procedures through the electronic information portal; expand the national single-window customs mechanism in the seaport areas of Ho Chi Minh City, Vung Tau, Da Nang, Hai Phong, Quang Ninh, and other seaports.
- Accelerate the progress of investment and project exploitation associated with the application of modern science and technology for maritime management and development, including the project to establish the new generation Cospas-Sarsat satellite station MEOLUT to meet the technological trends and development roadmap of the Cospas-Sarsat organization and maintain and improve the quality of the Cospas-Sarsat emergency watch service; effectively exploit the long-range identification and tracking system (LRIT);
Manage ships using the Vessel Navigation System (VTS); automatic identification system (AIS) to improve efficiency in management and monitoring of the location of ships flying the national flag, serving specialized maritime management, search and rescue, national defense - security and marine economic development. .
- Strengthen cooperation with developed countries to learn from experience and transfer science and technology to develop maritime traffic at an advanced, efficient, and safe level, with standards suitable to the region and the world.
