Content mentioned in Resolution 165/NQ-CP regarding thematic meeting on lawmaking in September 2023 issued by the Government.

The Government highly appreciates ministries and ministerial-level agencies that have implemented many solutions and proposed many important, difficult, complex, urgent, and sensitive contents to remove problems and inadequacies in practice; create motivation and opportunities for development, and meet the country's requirements in the new situation.

Building and perfecting the law continues to be identified as a key task, creating breakthroughs in the coming time.

Ministries and ministerial-level agencies need to drastically implement the following requirements:

(i) Research and fully institutionalize the Party's policies; carefully evaluate and summarize law enforcement; clearly identify regulations that are still suitable for inheritance; regulations are no longer consistent with practice, state management, and development requirements in current conditions; Research and selectively refer to international experience, ensuring compatibility with Vietnam's political characteristics and actual conditions, and ensuring the feasibility of new policies;

(ii) Complete regulations to ensure the simplification of documents, processes, and administrative procedures; Minimize the intermediary stage; clearly define authority and responsibility; and have a public and transparent implementation process. Promote decentralization and decentralization of power in state management between central agencies and local governments associated with resource allocation; Strengthen inspection, supervision, and control of power; prevent and combat corrupt, negative, local, and group-interest acts in lawmaking;

(iii) Continue to organize consultation with relevant agencies, organizations, experts, scientists, and practical workers; Promote policy communication to create consensus among society, people, and those directly affected by the law project;

(iv) Ministers and heads of ministerial-level agencies must directly be in charge, lead, and direct the work of building laws and institutions; have specific solutions to strengthen the team of officials and civil servants working on law and legislation development; Strictly implement the provisions of the Law on Promulgation of Legislative Documents and the directions of the Government and the Prime Minister on improving the quality and time limit for submitting legal documents; including solutions to promote law-making work in the Government's Resolutions on the Law-making Thematic Session in July and August 20231.

To prepare for this Lawmaking Session, the Ministries: the Police, Culture, Sports and Tourism, and Justice have presided over and coordinated with relevant ministries and agencies to proactively prepare documents to propose the development of a Law on weapons, explosives, and supporting tools (amended); proposing to develop a Law amending and supplementing a number of articles of the Law on Advertising and reporting on the situation of handling documents detailing the implementation of laws, ordinances, and resolutions that have taken effect of the National Assembly, National Assembly Standing Committee.

Resolution 165/NQ-CP was issued on October 6, 2023.
