Regarding this issue, LawNet would like to answer as follows:
On October 5, 2023, the Prime Minister issued Directive 25/CT-TTg on developing a synchronous, effective, modern, and integrated science and technology market.
In order to overcome the above shortcomings and inadequacies and continue promoting the development of a synchronous, effective, modern, and integrated science and technology market in the coming time, the Prime Minister requests the Ministry of Science and Technology to implement the following contents:
(1) Preside and coordinate with relevant ministries and agencies to research the experiences of countries around the world, conduct an overall review, and propose appropriate solutions, plans for adjusting, supplementing, removing barriers, perfecting the legal policy system on the science and technology market, and reporting to competent authorities for consideration and decision, including:
- Review, propose, and promulgate legal regulations on capital contribution and divestment when organizations and individuals contribute capital with research results, intellectual property, and assets formed from science and technology tasks completed in 2024.
- Preside over the development and implementation of specific policies to attract Vietnamese experts abroad and foreign experts to participate in science and technology market development activities in Vietnam; completed in the period 2024–2025.
- Preside over the development of annual reports on the science and technology market. Develop and promulgate indicators and criteria to evaluate the activities of the science and technology market and guide ministries, agencies, and localities to apply.
- Preside over research, develop, and submit to competent authorities for promulgation of legal documents on technology trading floors to ensure that the science and technology market operates openly, transparently, healthy, and sustainably.
(2) Coordinate and support localities to form and develop 03 key technology trading floors in Hanoi, Da Nang, Ho Chi Minh City, and a number of other local science and technology trading floors. Support the formation of a network of domestic intermediary organizations and connect with a network of regional and international intermediary organizations.
(3) Build and put into use in 2024 a national information portal and database on the science and technology market to provide technology information, machinery, and equipment to serve the technology application and innovation needs of businesses.
(4) Research and propose pilot policies to create motivation for commercialization and quickly deliver research results and intellectual property created from the state budget in production and business, reported to competent authorities in 2024.
(5) Research and propose plans to promote businesses to establish and effectively use science and technology development funds in reinvestment activities for businesses' scientific research and technological development.
Specifically, the Prime Minister requested the People's Committees of provinces and centrally run cities to research and accelerate the formation and operation of technology trading floors.
Hanoi and Ho Chi Minh City urgently put technology trading floors into operation in the fourth quarter of 2024; Da Nang City focuses on implementing well the preparation work to put the technology exchange into operation in the fourth quarter of 2025; ensure effective connections with technology exchanges, consulting, brokerage, and technology transfer promotion centers in Vietnam, the region, and internationally.
In addition, preside over the development, approval, and allocation of funds to implement programs and projects to develop the local science and technology market.
Organize the management and effective implementation of programs and projects to develop the local science and technology market; focus on prioritizing market promotion activities, supporting technology transfer, commercializing research results, serving the development of key products, local industrial products, and OCOP products.
