Regarding this issue, LawNet would like to answer as follows:

On November 7, 2023, the Government issued Resolution 185/NQ-CP at the regular Government meeting in October 2023.

To research and develop a draft Decree guiding the Law on Bidding 2023 in Vietnam

Specifically, the Government has requested the Ministry of Planning and Investment to preside and coordinate with agencies and localities to focus on implementing the following tasks:

- Continue to closely monitor and grasp developments in the world and domestic situation, improve the quality of analysis and forecasting, proactively and regularly update scenarios on growth, inflation, and major balances of the economy, and promptly propose and recommend to the Government and the Prime Minister solutions to direct and manage socio-economic development.

- Focus on carefully preparing content and building detailed plans to evaluate the implementation of the Politburo's Resolutions in 2023 on socio-economic development, ensuring the national defense and security of socio-economic regions according to the direction of the Government at Point a, Clause 2, Section I of Resolution 164/NQ-CP 2023.

- Urgently develop a draft Government Resolution on key tasks and solutions to implement the socio-economic development plan and state budget estimates for 2024, report to the Standing Government before November 25, 2023, and report to the Government at the regular meeting in November 2023.

- Develop reports and propose effective solutions to promote innovation. Preside over the effective implementation of the National Program on increasing labor productivity until 2030, after being approved by the Prime Minister.

Focus on perfecting mechanisms and policies for developing the National Innovation Center (NIC), promoting investment attraction, and international cooperation in the field of innovation, especially cooperation between domestic businesses and innovation organizations with large businesses and technology corporations in the world to maximize the effectiveness of the NIC.

- Research and develop a draft Decree detailing a number of articles and measures to implement Law No. 22/2023/QH15 on Bidding, which clearly stipulates the selection of contractors to provide specific information technology products and services; specify criteria for determining domestically produced information technology products and information technology products with specific characteristics.

- Urgently submit a detailed allocation plan for remaining public investment capital in 2023 immediately after it is decided by competent authorities.

To urgently submit to the Prime Minister a plan to adjust national land use planning targets in Vietnam

The Government requests the Ministry of Natural Resources and Environment urgently submit to the Prime Minister a plan to adjust national land use planning targets for the period 2021–2030, with a vision to 2050, and the 5-year national land use plan for 2021–2025 that has been allocated to localities according to the direction of the Prime Minister in Official Telegram 965/CD-TTg in 2023.

At the same time, it is the unit that presides over and coordinates with agencies and localities to carry out the following tasks:

- Monitor, forecast, warn, and provide timely information about weather and natural disasters to authorities and people to proactively deploy timely and effective response work.

- Focus on reviewing and solving difficulties and problems related to land management and use, changing the purpose of rice land, forest land, water resources, minerals, and environmental impact assessment.

- Digitize and complete the national land database; coordinate with the Ministry of Public Security to review and clean information on land users and owners of assets attached to land; integrate housing ownership and land use rights information with the national population database according to the Government's direction in Resolution 164/NQ-CP in 2023.
