May 18, 2023, the Prime Minister of Vietnam issued Official Telegram 426/CD-TTg on preventing, detecting, and strictly handling cases of illegal trading and transportation of poultry and poultry products across the border into Vietnam.

Local authorities are required to strictly handle cases of illegal poultry imports across the border into Vietnam

Specifically, the Prime Minister directed chairpersons of People's Committees of provinces and centrally-run cities, especially border provinces and cities, to focus on performing a number of specific tasks:

- Strengthening inspection, supervision, and control, especially at border gates, trails, openings in border areas, seaports, waterways, etc., to prevent, promptly detect, and strictly handle cases of illegal trading, slaughtering, and transporting of poultry and poultry products into Vietnam.

In case of detecting illegally imported poultry and poultry products, they must be re-exported or destroyed immediately; strictly handle organizations and individuals that commit violations.

- Directing police forces, border guards, customs, and local 389 Steering Committees to strengthen
measures to fight and prevent acts of transporting and trading illegally imported poultry and poultry products across the border;

- Coordinating with local authorities to promptly arrest and strictly handle cases of illegal import of poultry and poultry products;

- Organizing propaganda for people in border areas about the dangers of avian influenza and the harmful effects of trading and transporting poultry without quarantine and of unknown origin.

- Establishing working groups to inspect and urge the control and prevention of the illegal transport and trade of animals and animal products into Vietnam.

- Focusing on building areas and facilities that are safe from animal diseases according to the regulations of Vietnam and the World Organization for Animal Health to promote exports.

- Consolidating and strengthening the capacity of the veterinary system at all levels in accordance with the provisions of the Law on Veterinary Medicine in 2015, the direction of the Politburo, the Secretariat, the National Assembly, and the Government on maintaining, consolidating, and strengthening the capacity of the veterinary system at all levels as prescribed in Article 6 of the Law on Veterinary Medicine 2015, to ensure resources to effectively implement the tasks of animal disease prevention and control.

To prevent illegal import of poultry and poultry products at the border and border gates in Vietnam

The Prime Minister asked the Ministry of Defense to direct the Border Guard force to closely coordinate with functional units of ministries, branches, and local authorities in preventing the illegal import of poultry and poultry products on border lines, border gates, trails, and openings.

At the same time, direct and guide functional units to organize information and propaganda to raise people's awareness in border areas in the prevention and control of epidemics, trade fraud, and illegal transportation of poultry and poultry products across the border;

In addition, it also supports the destruction of poultry and poultry products when there are a large number of them that must be destroyed to prevent the spread of disease.

The Ministry of Industry and Trade directs the market management force to strengthen measures to control market circulation, promptly detect and strictly handle cases of illegal transportation and trading of animals and animal products into Vietnam; illegally trade poultry and poultry products of unknown origin on the market.
