The Prime Minister of Vietnam issued Directive 10/CT-TTg dated April 19, 2023 on strengthening the work of ensuring road traffic order and safety in the new situation.

Research on regulations on the revocation of driving licenses for drug users in Vietnam

Specifically, the Prime Minister of Vietnam requested the Ministry of Public Security coordinate with the Ministry of Health and the Ministry of Justice to study regulations on the revocation of driving licenses for drug users and drug addicts.

At the same time, coordinate with the Ministry of Transport to study and amend regulations on penalties for violations in the field of road traffic in the direction of increasing the severity and form of penalties, especially for drivers of vehicles with alcohol concentration; groups of acts caused by intentional errors, violated many times in a certain period of time; additional administrative sanctions such as compulsory community service, deduction of driving license points, etc.

In addition to the above contents, the Prime Minister also directed the Ministry of Public Security to perform a number of specific tasks, as follows:

- Urgently complete the database of the Command and Operation Information Center of the Traffic Police Force located at the Ministry of Public Security (Traffic Police Department) connected with the local police and ministries and branches serving to command, administer, supervise, and handle violations of traffic safety regulations.

- Direct police units and localities to strengthen patrols, inspection, control, and handling of traffic safety violations, focusing on handling violations that are the main cause of serious traffic accidents. Regularly and drastically controlling the alcohol concentration of road users. To step up the application of science and technology to drastically and fundamentally renovate the mode of patrolling, controlling, and handling violations.

- Assume the prime responsibility for, and coordinate with concerned ministries and branches on, completing the dossier of the Law on Road Traffic Order and Safety and submitting it to the National Assembly for consideration and approval.

- Assume the prime responsibility for, and coordinate with, the Ministry of Transport and the People's Committees of localities to organize the general control of passenger cars and container trucks nationwide (to be completed in the second quarter of 2023).

- Develop a master plan on identification of license plates for cars and restrictions on registration of personal vehicles, and report to the Government in the fourth quarter of 2023.

- Direct the investigation police agency to investigate and strictly handle traffic accidents in accordance with the provisions of law; the investigation process must determine the alcohol and drug concentration of the driver of the vehicle;

In addition to determining the direct causes of traffic accidents, it is necessary to identify and clarify the causes related to the responsibilities of the groups and individuals involved in the work of state management and the performance of official duties in traffic accidents to serve the prevention and handling of traffic accidents accurately, objectively, and in accordance with the law;

- Deal with establishments and individuals that "modify" cars and motorcycles.

- Coordinate with the Procuracy and People's Courts at all levels to consider and launch a public and mobile trial for a number of traffic safety violations causing particularly serious consequences for propaganda, warning, and general prevention.

To thoroughly overcome the situation of falsifying health examination papers for profit in Vietnam

For the Ministry of Health, the Prime Minister of Vietnam has requested the implementation of the following contents and tasks:

- Direct the organization of timely treatment of victims in traffic accidents, including testing the alcohol and drug levels of vehicle drivers in traffic accidents.

- Research, analyze, and propagate information about the prevention and control of harmful effects of alcohol on vehicle drivers participating in traffic. Guidelines for regulations on the threshold of alcohol concentration in the body.

- Strengthen inspection and examination of medical examination and treatment facilities eligible for medical examination of drivers, tightening management of this activity.

- Thoroughly overcome the situation of issuing health examination certificates with incorrect content, and issuing false health certificates for self-seeking purposes; When detecting cases of violations, they must coordinate with functional agencies to strictly handle them in accordance with the provisions of law.
